Burning of the Books 1R
Sorcery (Uncommon)
Each player draws 5 cards, then randomly discards 5 cards
I REALLY want a bigger version of burning inquiry.
Maybe i'm wrong, but i have a strange feelign that Burning inquiry will be banned in modern, or at least restricted. That cards has singlehandedly destroyed slow midrange decks like Abzan. Because one of the things that made Midrange decks good against combo decks was it's beautifuly sculpted hands of every answer they would need against the meta. With Burning inquiry what's the point of keeping a hand, since you are just gonna blow almost half of it to the bin. Sure for Hollow one it's great, but not for the rest of players.
Cards for Blue as I really think denial needs help in Modern:
DenyUU
Instant
Exile target spell with converted mana cost 4 or less from the game. Exile Deny from the game. " Deny... deny everything..! "
Defy The OddsU
Instant
Counter target creature, sorcery or artifact spell with converted mana cost 2 or less. If the spell cannot be countered, then exile it instead.
Use only mana from a basic Island to cast this spell. " One, two, three... why can't it be me? "
Tides RebuttalU
Instant
You may return a basic Island to your hand rather than pay Tides Rebuttal's mana cost.
Choose one:
Counter target sorcery or instant spell with converted mana cost 1 or less.
Return target creature an opponent controls with converted mana cost 2 or less to its owner's hand.
If you returned a basic Island to cast this spell, draw a card. " The tides come and the tides go. "
Prison Isle
Land
As Prison Isle comes into play target nonbasic land an opponent controls loses all abilities and its controller chooses one mana type. Target land may only produce mana of that type.
: Add C " Wherever they construct the prison, the country always ends up paying for it. "
Would be cool to see hybrid cards with 2 effects one for each hybrid pair. But there wouldn’t be a mode for a mixed casting cost. So casting cost would be X/Y X/Y but you could only pay XX or YY.
After talking about Humans and all the spells-as-creatures cards they have, it'd be nice to see these...
Visionary Wizard U
Creature - Wizard
"When Visionary Wizard enters the battlefield, draw a card. Scry 1."
1/1
Preordained Wizard 1U
Creature - Wizard
"When Preordained Wizard enters the battlefield, Scry 2, then draw a card."
2/1
Make those both fairy wizards and you talking

When Wastes Land enters the battlefield, choose a nonbasic, nonwastes land an opponent controls. Until Wastes Land leaves the Battlefield, that land looses all abilities and becomes a basic Wastes.
t: Add C to your mana pool.
This seems like the fairest way to get something pretty close to Wasteland in modern. It's basically a free Spreading Seas puts you down a land drop for a turn and doesn't draw you a card. It's not as harsh as Blood Moon either. Anybody can run it.
It seems unlikely that they would even print Repulse with a 1-discount, and you ask for that AND the free option of having it be Negate?
Repulse is fine in standard, unplayable in modern. We're talking about modern-level cards. No wait!, we're talking about *hypothetical* would-be-nice would-shake-the-meta modern cards.

Wastes Land enters the battlefield tapped.

Seems too weak (or too narrow) to me. You give up one mana the turn it comes into play, don't set back your opponent unless his land produced more than one mana or the color was vital and it produces colorless, so many deck just can't run it.
Which decks don't mind colorless mana? Exactly the ones that already abuses multi-mana lands. So yyou just might be helping Tron and Eldrazi beat color heavy decks like humans, GDS, a bit storm, etc.

I just like this card. There's a version of it in another card game I play and it helps so much against aggro decks, not to mention the thought of having it chew up a Tarmogoyf or something and gaining 4-5 life from it is nice.

Blazing Denial
UR

So with the spoiling of Arcades, the Strategist, it occurred to me that the "Creatures with defender can attack" could get spread around even more. I feel like the following would be an interesting way to do it:
Gideon, Who Guards the Wall -- 1WW -- 3 Loyalty
Legendary Planeswalker - Gideon
+1: Until your next turn, creatures you control gain +0/+2, defender and reach. Activate this ability only during your pre-combat main phase.
+0: Until end of turn, Gideon, Who Guards the Wall becomes a 0/6 Human Soldier creature with defender that's still a planeswalker. Prevent all damage that would be dealt to him until end of turn.
-4: You gain an emblem with, "Each creature you control with defender assigns combat damage equal to its toughness rather than its power and can attack as though it didn't have defender."
I could be argued with on the ultimate cost. For a cost of -4, you skip one attack and lose Gideon, or skip two and keep him. That feels about right. It also means he's (with no acceleration) an attacking 6/6 on turn 6, right in line with other versions of Gideon.
So you want a third of Gideon's abilities to literally to nothing unless you've ultimated him? That seems like a really really bad design. At least make him stay a creature until your next turn. As is, this reads as a Saga pretending to be a Planeswalker.

Funny you mention it, I went back and forth on that several times. I wanted to keep the "Prevent damage dealt to Gideon while he's a creature" clause from all his other iterations, but making it last until your next turn makes him impossible to fruitfully attack. Granted, you're not getting anything out of it other than a wall, and his ultimate is not exactly winning the game for you. You talked me into it; it should probably be until your next turn.

Instant speed discard is already something rare; discarding two at instant speed seems way too powerful for 3 mana. I would drop it to 2 mana for -2/-2 and discard one card at instant speed.
This is probably a bit hard to execute so I bring two versions. First is the "current templating" version:
Holder of the ward WW
Creature - Kithkin cleric
When Holder of the ward enters the battlefield, search your opponent's library for a card and exile it face down.
Sacrifice Holder of the ward: reveal the card exiled with Holder of the ward. Counter target spell with the same name as the revealed card. It's controller shuffles the exiled card into his library.
2/2
This is the the simple version the former is trying to accomplish.
Holder of the ward WW
Creature - Kithkin cleric
When Holder of the ward enters the battlefield, secretly write a card name and put it face down
Sacrifice Holder of the ward: reveal the chosen name. Counter target spell with the same name as the name chosen.
2/2
The whole point is to restrict the utility of the creature to a single spell while not giving it away so the opponent can't know it in advance. Writing the name down is the quickest choice but it is a logistical nightmare while the first version lacks this problem but it is way more tedious as it needs to search a library for a potential single card. I'd bite the bullet and go for the second version.
Rite of Singularity 1B
Sorcery
Target player reveals their hand, then you choose a colorless card other than a basic land card from it. Search that player's graveyard, hand, and library for all cards with the same name as the chosen card and exile them. Then that player chooses one of the cards that was exiled this way and shuffles it into their library.
This is an effective sideboard card against decks that rely heavily on a particular combination of colorless cards, such as Tron lands Lantern Control combo pieces. While it throws sand into their gears, it does not remove their ability to tutor for the last missing piece. Yet, the danger of somehow losing it is real, thereby increasing the viability of various sideboard cards that are currently often to slow to effectively answer one of these strategies (e.g. Fulminator Mage vs. Tron).
