Hmm doesn't seem to be a whole lot of options in blue or red unless I'm wrong?
If you're playing red dragon's claw is the best option if you want to hate on burn and ONLY burn. In blue your only options are dispel and any counter magic you can dig up. Then again, you can always be a psychopath and play leyline of sanctity without the ability to cast it.

Nobody think of Spellskite? That's my main anti-burn tech. For one U a turn it can eat a burn spell for free.
I love when I see Spellskite because I just blow them up with Smash to Smithereens. Even better when I see Skite and Leyline together, because it lets me burn the opponent.

Never in my entire MTG experience have I ever seen anybody play Smash to Smithereens.
That being said, I can see how side-boarding in against burn might be important if you played at tournaments or Modern in person. But I just play in MTGO, and I just automatically quit burn opponents almost all the time. In my mind, those are incredibly boring games even when I manage to win them. And while I know being a really good burn player may take some skill, we all know it's just lobbing everything you have at your opponent's face and hope you don't run out of gas. Not exactly what I play MTG for. YMMV.
Burn isn't just "lobbing your spells." It takes some sense to play this deck. Same as with any deck, when to hit with Skullcrack in Burn, what to counter in UWR, what do you Pod into, when do I drop Exarch? Burn isn't just, "herp derp, take 3/4 until your dead! XD"

Of course there's some play to it, why else are notable burn players the ones that consistently top 8 events? However that is not the case of the average player that is unable to eek out the small margins and sequence perfectly to play around something. The average player does not consider what their opponent might have and just tries to shove as much fire out there as possible. And that's the type of player that scoops to a leyline because suddenly they don't know how to play magic anymore.

..or has a hand with 0-2 creatures in it.
Burn has some ***** creatures. It's pretty hard for them to beat Leyline unless they are very lucky.
Can't even be Skullcracked, as you gain the life from the Mana being added, not the spell.
