I'm looking to play a cheap, good deck, where I can replace some of the more expensive cards, with better, cheaper cards in my collection.
If the cheaper card were better, the deck would be running the cheaper card instead.
Cheap is also a vague term, when using phrases like that it's much better off to state what your budget is and what more expensive cards you own... especially the mana.
My modern decks are both single colour to avoid the $$ required for the lands.
Mono blue tron, I already owned Wurmcoil engine and someone gave me a set of tron, the deck is very good against Junk and Jund, ok against twin if you build it right but poor against very aggressive things.
Mono red storm although to be fair UR storm is really cheap comparability (but goddamn serum visions). Only need blue fetches and steam vents, which I have from standard. Storm is a acquired taste, it is having some trouble against all the burn hate at the moment, its slightly slower than burn.
Elves just won a GP, that's a pretty cheap deck all and all.
Basically your deck choice is based on three things: 1. Types of decks you like to play. 2. The lands you own 3. The modern staples you own, without 2-4 snapcaster mage playing blue is hard for example
If you just want to straight buy a deck then 1. becomes most important, but I feel that normally a few years playing standard is the best way into modern.
Imo merfolk is a very underrated deck. It's pretty cheap too, and has game against many of the current top decks. It has quietly been in the top 10 most played decks for a while now.
Death and Taxes/Hatebears is monocoloured so that cuts down hundreds of dollars off the start. Then all of the other cards in it are pretty cheap. Maybe try looking at lists to see if you'd like it?
Burn is always an option that starts off being able to steal games after only like 30$ and it can potentially take down GP's if you pump money into it.
These days, I believe Horizon Canopies are the biggest financial obstacle to Bogles, as Modern Masters 2015 did put a dent in Daybreak prices. Horizons are awesome, but you can swap them out for the regular G/W painlands that don't have the draw ability till you can afford to upgrade.
If you cut out Daybreak Coronet, you might as well not play Bogles. Waaaaaaay too underpowered.
But with the reprint of Daybreak Coronet in Modern Masters 2015, the prices have plunged from $30+ to $15+ on ebay. Which makes Bogles slightly more affordable.
Shamans (great RG aggro deck)
8 Rack (without Lillies it gets cheap pretty fast)
BW Tokens (the Modern Event deck is an awesome basis to go from)
Mono G Infect (only problem are the Inkmoth Nexi)
Death Cloud is also a rather cheap deck (depending on your build).
Especially BW Tokens and Shamans are good decks from the price/power ratio.

What I play or have:
Modern/Legacy
either funpolice (Delver, Deathcloud, UW Control) or the fun decks (especially those ft. Griselbrand)
Depending on the meta, 8rack can crush for cheap. Outside liliana of the veil, thoughtsieze, and bitterblossom the deck is dirt cheap, and there are cheap alternatives to those cards I mentioned.

Skred Red is relatively cheap. Blood Moon is the most expensive component, and it's truly necessary, but after getting three of those, the rest of the deck is extremely budget-friendly, especially if you pack Demigod of Revenge over Thundermaw Hellkite/Stormbreath Dragon.

In general, you're better off investing in a cheap budget deck rather than a sub-par version of a top-tier deck. The top tier decks lose a lot of effectiveness when you start substituting worse cards in. The budget decks OTOH are generally cohesive decks in and of themselves that happen to be cheap, and you'll get a lot more bang for your buck. I mean, monored goblins is a stupid deck. It looks stupid on paper. I've still seen it kill a twin player who gitaxian probed and then fetch-shocked for serum visions, followed by a remand on turn two, on the goblin players' third turn before the twin player gets a third untap step. Double goblin grenade is stupid, but it happens.

Might be a crap shoot, but what does everybody think of UR Aggro? I see versions like this one kicking around sometimes. It seems decent as a budget build, lots of options, and easy to upgrade towards Grixis Delver if it wins a few times.

Those are some decent options if you are on a budget.
