The ideal play for Hatching Plans is to play a sacrifice outlet (that doesn't require mana to activate) on turn 1 and Hatching Plans on turn 2, then sac it immediately. The problem is that no such sac outlet exists. Greater Gargadon would have been good but it can't sac enchantments. Auratog costs 1 mana too much so you can't get the cards until turn 3. Claws of Gix costs mana to activate so again you're not getting the cards until turn 3.
More importantly though, does Hatching Plans offer you enough reward to play it? Assuming you can sac it for 1 mana, that's a 2-card combo that requires 3 mana input to draw 3 cards. Mana dork + Harmonize/Concentrate requires the same amount of mana input (the dork provides the fourth for Harmonize) and the dork is less dead when you don't draw Harmonize (unlike Crack the Earth/Claws of Gix).
I'm currently brewing a deck that has hatching plans, demonic pact, and strionic resonator to double up those triggered abilities. no this deck is not in any way competitive, but it is awesome. whats better than hatching plans to welch on your deal with the devil?
on topic: hatching plans does seem like a lot of hoops to jump through for the reward. if i copy that effect with a resonator its a 3 card combo netting me 6 cards, 8 cards if i use perilous research to get rid of the plans. the next question is what to do with the rest of your deck you're hoping to draw once you crack hatching plans? it just doesn't seem like that this deck will be very proactive.
Eh, I wouldn't bother playing bad cards to try and turn plans into a draw 3. It's better to play good cards and just play Perilous Research alongside Flagstones of Trokair and Kitchen Finks fwiw.
It's the perfect alternate win condition. All of a sudden your Hatching Plans "done came up like 7-up, champ". Jace, Vryn's Prodigy would be good in letting you rebuy Crack the Earths, Perilous Researchs, and so forth. Even Day's Undoing sounds like a solid fit here.

Sphinx's Tutelage seems good win condition to the Hatching Plans. I can see these cards being played in modern mill deck as well.

I played it in a blink deck that revolved around Claws of gix. Abusing cards like Fiend Hunter, Leonin relic warden, Tidehollow Sculler, Magus of the Disk
