I think there's a meta deck to be made that mainboards graveyard hate in rest in peace and the new ashes. Between dredge, delve, and flashback the only deck I can think of that doesn't use the graveyard is affinity, etron, and Lantern Control.
So you run this 4/3, treacherous Pit dweller, underworld cerberous and you have the start of a deck.

Opt reprint is quite exciting for draw-go control I think. In particular esper winds up having to pay 5 mana for a "value" snapcaster EoT with Esper Charm. Between just being able to EoT opt for cards after keeping mana up for interaction and then being able to snap-opt EoT this is a nice little bump for the deck I think!
Nice card to have in modern regardless

I actually like Opt, even in Legacy because it allows you to threaten stifle against a fetch land while still allowing a cantrip.
Opt reprint probably spells the death knell for Preordain; unlikely that Wizards would unban the latter while the former still exists.

It's a gift from Wizards honestly. No matter what their dev policy is, they pleased Modern players by meeting us halfway, reprinting an underwhelming but satisfaying cantrip for the pool. So yes Delver, but also any deck that wants to play with less than 60 cards in their deck, like some combo decks.

How does Opt help delver? You can't respond to delver flip by setting up the top card, because if you scryed to the top you have to draw that first. I suppose if you scry, keeping a land, and draw the land theres a good chance the next card on top is a nonland?
Opt is another nice cantrip for anything running blue. Question is, will it be enough to potentially put Jeskai Ascendancy back on the map? Probably not, the deck really needed Gitaxian Probe, but it helps the deck a bit for sure.
Yeah, Opt looks great in more draw-go-like midrange-control decks (UWR variants that include the 4 Tiago 4 Spell Squeller 0 Nahiri lists, Esper Control, UW Control...)!
Opt is a great reprint. It'll replace Sleight of Hand in combo decks and give UWx control an instant-speed cantrip over Serum Visions.
Don't feel much for any of the other new cards though. Wily Goblin is a net 1/1 for 1 mana. Can't imagine playing it when Burning-Tree Emissary exists, unless there's some as-yet unrevealed payoff for having treasures in play. Overflowing Insight is a big draw spell that isn't an instant and hence inferior to Sphinx's Revelation in control decks. I can't think of any combo applications for it; we don't have Dream Halls or Show and Tell -> Omniscience to cheat it out, and even if we did, Enter the Infinite would be a better card to cheat out.
Tried Old-Growth Dryads in Small Naya Revolt Zoo (y'know, the type with Hidden Herbalists, Narnam Renegade, and a ton of creatures). It was significantly better than I thought! I thought the downside would be significant, but it turns out that Merfolk and Eldrazi Tron still kept losing to this guy, even when it was played in the first 2 turns and they cheated out a basic land with it. Heck, often even when I played multiples! Path to Exile has a funny synergy with OGD, as they both can make the opponent run out of basics to cheat out fairly fast. (Hollow Vengevine Goryo's often barely eked out a win thanks to the extra basic or two, though.)
Now I have more hope for Wanted Scoundrels (although being 2 cmc and black hurts it quite a bit in the aggro category). They get 2 Lotus Petals instead of a basic land if this guy shows up...but they have to kill it first, and that'll take some time.

Siren Stormtamer looks good for Grand Architect decks, possibly replacing Judge's Familiar or Mausoleum Wanderer.
Sentinel Totem is a new take on Relic Of Progenitus. Some decks would rather dig than blindly draw for mana.

Overflowing Insight is a draw 7 for 7, but Time Reversal is a draw 7 for 5.
Thaumatic Compass is neat as its the first Maze of Ith printing in Modern... but very hard to get to...
Conquerors Galleon goes infinite with Time Warp.... but again it is near impossible to pull off.

Overflowing Insight is more like an expensive Opportunity than it is Time Reversal. Pull from tomorrow seems so much better though.

I think it would be better if it could run final fortune effects.
I don't see the point of Old-Growth Dryads in Zoo, it has enough good 1-drops (Wild Nacatl, Narnam Renegade, Goblin Guide, Kird Ape) that it doesn't need it.
That isn't even counting "synergy 1-drops" like Experiment One and Monastery Swiftspear.
