Just to be clear, the end goal is two separate decks, one for angels and one for dragons. I am NOT trying to mix the two.
I'm exploring some of the older, (ie. Modern), sets and in particular I'm looking for sets good for getting angels and dragons. The ones that immediately catch my eye are Avacyn Restored for angels, (specifically I'd like to get the Avacyn Angel of Hope from that set, but I realize the chances of me pulling one from a bulk set are pretty low), and Dragons of Tarkir obviously for dragons.
Judging from the high prices for a lot of Avacyn Restored products, it would seem to be a good set. On the flipside I have been told that Dragons of Tarkir wasn't that great, though I personally got some good things from the few DoT boosters I found. Is it really that bad?
ok......are you just asking about what good creatures there are, or are you looking to try to get them out of boosters? because it's said a LOT, but in this case it's extremely, EXTREMELY true, just buy singles. Most angels and dragons are dirt cheap to buy. if you took the cash to buy even a fat pack or whatever they call it now, you could probably get playsets of most of the dragons and angels in Modern. Avacyn, Baneslayer, Thundermaw, there are really only a handful that cost above bulk.

That aside, I wanted to get some angels and dragons in bulk so to speak, not just for the creatures but there are also spells that work specifically with dragons and angels that I would do good to get as well.
I gather that a set like Avacyn Restored would feature a lot of angel centric cards, and the same with something like Dragons of Tarkir for dragon centric cards per booster that I would get a lot of useful cards per booster. Do I have it wrong?
Well if you don't absolutely have to have the original printing, it just got a reprint in Iconic Masters that is selling for about $15.
As far as getting a lot of cards relevant to those creature types per booster, not really. You can look at the set lists for either one pretty easily, but with a few exceptions, angels and dragons are usually uncommon or rare, so if you got two in a pack, you would be doing pretty good. Like I was saying before, if you bought a fat pack, the Avacyn Restoredones are getting more expensive now,like $80 you could buy a full playset of Avacyn for that, which is more than you would ever pull, and still have enough to pretty much have playsets of every other card in the set (aside from the other legendary angels) that references or interacts with them.
