I could see this being a very powerful wrath in death and taxes builds. Plays nice with Leonin Arbiter and Aven Mindcensor. With all the deaths shadow/goyf/tasigur smash decks running around, this could be worth a look.
Sadly, I've seen it in UW Control sideboards the most often, which wasn't quite what I was expecting. I thought it would show up more often in creature-heavier decks as a Plague Wind of sorts.
It kind of surprises me Abzan lists still play Damnation instead of this card. This card has obvious upsides to it but also obvious downsides. I think players largely want consistency out of this slot that a typical Wrath effect offers. The card definitely has value and I think players just need to test it out more. It's hard to really tell if it's better than Wrath or not, because while it can answer things like Bogle, Thrun, Emrakul, and Infect, it also doesn't answer things like Vizier combo (so long as they don't attack), Storm (Baral/Electromancer), etc.
Another thing that should be noted is settle is an instant. Your opponent kinda has to play into int, but it can take out manlands, whereas sometimes you wrath and then die to a blinkmoth nexus.
On the flip side, Settle being instant speed also lets your opponent know you have it. Why else are you passing with cards in hand and that much open mana? There are going to be cases where you telegraph it.

Sure, but there is a lot to do in modern at instant speed for a control deck so it's not a huge telegraph. Depending on what colors you are the opponent has to decide if you are representing Settle, Snapcaster, Countermagic, Path to exile, Bolt, Opt. And then you have some percentage of bluff where they think you have it when you don't and play around it leading to other blowouts.

Ah yeah I didn't see the other posters discussions. In Abzan it is a huge telegraph. You either have Settle or Restoration Angel.

It's displaced other Wraths from sideboards. It may even have made Blessed Alliance take a hit. Turns out that dealing with Bogles, Thrun, the Last Troll, Dredge, and even Emrakul, the Aeons Torn in a pinch is pretty good.
