Force of negation looks real good. Certainly far better than disrupting shoal, and pact of negation in the early game. Non-creature spell and only on opponents turn drawbacks make it far worse than force of will, but I'm still happy to have it. Seems to be a combo breaker not a combo protector in most cases.
Not just a combo breaker, but it's a way to answer all the busted 1 mana turn 1 plays that different decks play when you're on the draw. Ancient Stirrings, Faithless Looting, Aether Vial, Thoughtseize (if you really want to protect something in your hand), Mox Opal, Amulet of Vigor, a Chalice powered out by a SSG. The only deck I can think of where it's REALLY unfortunate that this doesn't hit creatures is Bogles.
If this card sees wide adoption by fair decks, it will go a long way towards slowing down the format, and I think that's a good thing. It hits almost every busted turn 1 play that enables so many decks. And it does so while not being something that combo decks will want. Great design.

Splinter Twin can't play it at all, and other blue decks can play it to stop the red enchantment. Dovin's Veto also counters your twin + dispel plan. Could this mean we could safely have Twin back in the format?
That would give WOTC's R&D a lot of credit for making such a decision. I don't think they will use that rationale, because that would involve looking at the deck in the real world, and not as the mythical boogeyman people have incorrectly spent years convincing people it was. I hope they prove me wrong, but I await another soul-crushing array of disappointment at the next B&R.
The card could hilariously become parts of humans or UW spirits SB. It's very weak against those decks, at the very least, and allow them to tap out against combo. It's especially good in spirits since it pack a good amount of blue cards.

Both of those decks want all their spells to attack. It's a lot just to get them to find slots for anything beyond Vial and a few Paths when it comes to noncreatures. Besides, Humans has Freebooter, Meddling Mage, and Thalia and Spirits has Queller, Wanderer, Rattlechains, and Drogskol Captain. I'm not sure either are very interested in this. Maybe Spirits?? Replacing a single SB Negate? Can Humans even reliably produce blue mana for non-humans?

This card could be playable in the Humans SB. It has enough blue cards to take advantage of FoN using the 16+ Legacy FoW rule (4 Meddling, 4 Mantis, 4 Reflector, 4 Image, 0-3 Deputy, 1+ FoN).
By a similar token, this card will definitely give that same advantage to other Ux creature based strategies. Examples of other decks that will try and may benefit from this card are DS variants, Delver variants, UW Spirits, Merfolk, and others. These decks will benefit from FoN for the same reasons Ux decks will: it gives them counterplay to T1/T2 combo/ramp engines that otherwise can't be addressed, and it allows them to develop board position while countering cards that would stop that advantage.
That said, I think Ux controlling strategies will benefit more from this card because they currently aren't able to develop their boards at all in most matchups. FoN gives them a totally new play line they couldn't previously use. Decks like Humans and Spirits were already doing this to at least some extent with Meddling Mage, Reflector Mage, Freebooter, Wanderer, GDS with Stubbs backup, and other cards that both advance the board state and stop opposing haymakers. Ux control wasn't able to do this at all until T5 at earliest with Teferi + Logic Knot. Now they can do it as early as T2 and, most importantly, resolve their huge T3 and T4 walkers with the benefit of protection.
Seems like the perfect day to unban and announce a reprint of Stoneforge. And give us 5 allied swords, too.

It's a bit of a stretch but it crossed my mind. It has good purposes VS Coco / Chord / Finale decks, which are known for being tough MUs. It helps VS Tron, Valakut and UWx Control too (their sweepers and win cons are all sorcery speed). That being said, the deck hates reactive cards and hates losing a threat in hand in the process.
I'm surprised they banned 3 cards in Pauper, that's a strong move.

Usual disappointment of another lack of unbannings, accompanied by an absolute gutting and slaughter of blue decks in Pauper. I expect nothing less from them at this point.
Edit: Aside from Ad Nauseam, combo decks probably won‘t be able to use it?
