I've been working on a modern miracles deck previously before JTMS was even unbanned.
In my opinion, in order for miracles/counterbalance deck to work, top deck manipulation at instant speed is very important.
And frankly, there has been a really limited set of cards in modern that allows you to do so.
JTMS should be a good addition to the deck. But I'm not sure if it's going to be good enough.
Below are the few of the cards I've tested with so far.
1. Crystal Ball - A very slow and costly Sensei's Divining Top. Not a card you want to be in your starting hand. Not even a card you'll want to top deck into sometimes.
2. Telling Time - Probably the best top deck manipulation card you can ever find for a modern miracles deck.
3. Noxious Revival - This, surprisingly, works well sometimes and can catch opponent off guard. Even when you're tapped out, you get to manipulate your top deck by paying 2 life to return a miracle card from graveyard to the top of your library, or a specific CMC card to counter an opponent spell with counterbalance.
4. Opt - Although an instant, unfortunately, it does not manipulate your top deck. You either draw the top card, or draw the one after it, blindly. Hence, risking yourself drawing a miracle card when you don't want it.
5. Serum Visions - Blindly draws the top card, but allows you to manipulate the next 2 cards. Sadly, it's a sorcery.
6. Condescending - Does 2 things at once. Counter a spell and Scry 2. Doesn't work that well in late game especially against Tron players, as they usually have enough mana to pay for X.
Condescend and Censor seem like good options to set up Miracles and as an additional way to draw on your opponents turn. They are obviously more situational than Mana Leak or Logic Knot but as a 1 of might be worth trying out.
