This is my current take on an ABZAN Panharmonicon deck.
Firstly, I could use some recommendations to what lands to use and how many. Shambling Ventseems like an obvious choice with no one drops.
Secondly, my sideboard needs updating beyong the budget-version i'm currently running (from MTGO).
Thirdly (tweaking!), I'm considering adding some blinks/flicker instead of Obzedat, Ghost Council. I absolutely love that card, but it's so painfully slow that I'm considering cutting it all together (the original version had 3x and 4x Pan). Other obvious cuts are the 2 Elvish Visionaryand a single Abzan Charm. The deck was missing cantrips/cardadvantage, but I've probably overdone it here.
It'd be a crime to leave Flickerwisp on the sidelines. This card does it all, it provides so much value for you, allowing you to re-use any etb, bounce permanents like Ensnaring Bridge, remove blockers, do its civil duty as an Ambush Viper, the list goes on. Flickerwisp is kind of an insane magic card, and your list looks like the perfect place. This seems to be a more budget list, so I'll refrain from recommending Aether Vial, though the card probably belongs here. Obviously, the mana base is more than lacking, but again, budgets are budgets. Id reccomend picking up at least a few of checklands like Sunpetal Grove, Woodland Cemetery, etc. Theyre very cheap in comparison to a normal manabase and provide good enough fixing to let you more reliably cast spells.
Also I see no reason to run Oblivion Ring over Fiend Hunter and similar effects in a Panharmonicon deck. Leonin Relic-Warder is also nice if you need to disrupt noncreature permanents, and creates an infinite ETB combo that you could potentially abuse with something.
Flickerwisp is definitly on the board, but i'm also considering Tireless Tracker for some pressure. However, the Flickerwisp could potentially do so much more!
It's by no means a budget deck - it just started out like one, so i'm more than open to suggestions. Running Aether Vial puts the deck very close to the 2016 iterations that abuseFlickerwhisp and i'm honestly trying to avoid _that_ specific deck.
Oblivion Ring has literally won me the game on several occassions already since you can remove "anything". I have so much creature hate in the deck already, that it seems silly to board more in. On the other hand, it takes out aura's for boggles, random control enchantment/artifacts that people don't expect answers for and can, if needed, take a creature; but that is rarely the case. Leonin Relic-Warder could potentially replace it though, except people rarely board any answers for the Ring, but it's duely noted
I don't quite understand the sideboard there? And wouldn't it be prudent to perhaps play thoughtseize/scavenging ooze in the SB ?:)
It all depends on your playsryle. I like to let opponents waste their turns by casting things i can use to destroy them at the end of their turn. It keeps hosers like Ensnaring Bridge and Chalice of the Void in check while being able to deal with things like Leyline of Sanctity and Worship. In todays meta, you need to be heavy on graveyard hate, due to U/R Phoenix, Dredge, and the rise of Living End via Electrodominance. Damping Sphere can help against tron, Knight of Autumn is a swiss-army knife that can be relevant in multiple matchups, and the 6 removal cards are there to deal with anything that might give you trouble when it resolves. You can drop them for 4 thoughtseize and 2 Inquisition of Kozilek, if that's the route you want to go. Or, you could add thoughtseize and 2 Tormod's Crypt to help combat all graveyard strategies along with nihil spellbomb.
I love the idea of the deck but it does seem slow, and a little clunky. Only 3 Panharmonicons when they are the main value engine of the deck? I'd try to add the last panharmonicon, or other flicker effects. If you can flicker siege rhino, you can run away with the game fairly quickly but it's tough to get to that point.
I think that you could either include some ramp since you have green to do that easily, or more early disruption like Thoughtseize or Inquisition of Kozilek to slow the other deck down to your clock.
For land suggestions, if you are on a budget I would check out the budget abzan rites list from MTGGoldfish. Otherwise, the fetch/shock manabases are fairly standard and effective.

- I suggest replacing Obzadat with Restoration Angel. Flash and blink on a 3/4 body with Flying? Sounds perfect for your deck.
