Seems broken. I have not looked back at Whispers in a very long time. Great find. I'd say this could go in a Rock shell pretty easily. Other artifact would be Nihil Spellbomb. Obviously to fight other Lurrus decks. While also getting splatter damage against Storm, Dredge, and Breech decks.
That easily gives you Sorcery, Land, Instant, and creature with a little bit of artifact.
Sorcery - IoK, Thoughtseize, Pulse, Whispers, SB Brutality
Instant - Decay, Trophy, Push
Land - Fetch, Peatland
Creature - Goyf, Bob, Ooze, Flayer
Artifact - Bauble, Spellbomb.
Companion - Lurrus.
Build it!
Seems like a decent enough starting point.
I was actually considering a good cheap artifact creature to put in here, or an enchantment creature to play with Brutality. Maybe in the SB.
Was thinking about against a combo deck how backbreaking T1 Thoughtseize, T2 Brutality pitching 1 T3 Whispers would be. If you followed that up with any decent clock it would be game over.
I remember playing against a few Grixis control type decks at GP Montreal side events a few years ago not long after Eldritch Moon was released. The card seemed reasonable when you could enable delirium but I didn't see much of it after that
It could be better in a GBx shell with everyone jamming Lurrus now and running a lot more artifacts and enchantments to recur
