Card explanations:
Horizon Canopy sets up a draw engine with Loam.
Damnation- I'm not sure if this is necessary or not. With enough board control, sweepers just becomes overkill.
Phyrexian Arena- This is my attempt at replacing Top. If anyone has a better suggestion for a card selection/card advantage engine, it would go here.
Raven's Crime- This let's your strip your opponent's hand via Retrace. It's quite nifty.
Flex slots:
Garruk- He's the odd man out for the win conditions. The other are recurring if you dredge them away.
Engineered Explosives-It may need a fourth color to work effectively, or possibly could be replaced with Crime // Punishment.
Darkblast- I'm not sure if there's enough 1/1 creatures around to warrant this, but I wanted an extra dredger.
Rejected card choices:
Inquisition of Kozilek/Duress: Don't bother. These cards have no effect on board position, and it's a terrible topdeck.
Any creature without shroud won't make the cut. You want your opponent's removal to be dead.
I know the manabase needs to be reworked to have less lifeloss in order to cope with Phyrexian Arena, so you can kill your opponent before it kills you. The deck might need some manlands.

How do you deal with combo? You reject inquisition of Kozilek and duress because they don't effect the board position, but I think you actually care more about their hand in this format than the board.
EDIT: Also, you probably need putrify to kill batterskull at instant speed (so they can't bounce) and Treetop village, mutavault, inkmoth/blinkmoth nexus etc are good with life from the loam.
It just folds to combo and burn. There's no hope when they don't necessarily rely on permanents. The deck is too slow to win vs. decks it can't control anyway.
