I really like this list. Adapted for Modern from Legacy. It's very powerful and versatile. The sideboard needs work, but I'm waiting to see what the best decks are before finalizing anything.
also I would suggest running a basic land of each since there is access to ghost quarter which for your deck turns into wasteland quickly.
Yeah, the lands still need work, but I will put in another two basic lands (I forgot about Ghost Quarter). As far as the Chancellor, I don't see how he'd be useful. I'd need to devote too much of the deck to casting him, and he's not that good once he lands (if he lands). As far as the free mana, it's not worth risking drawing him on a useless turn 2 or 3 when "land->noble hierarch" is a better play turn one anyway, in my opinion.

fair enough. he is kind of a weak elvish spirit guide. I've just been thinking of the amazing opening hands were you could show the chancellor, then GSZ for a dryad arbor, play a land then hierarch. wishful thinking but still..

I have been working on a list for this, though my mine differs somewhat. I still need to work on my Land base, and this needs a side board rather badly. Uses baby Jace because thats makes this deck $200 cheaper, that is a good thing.
Edit: Dropped a Batterskull into the deck tossed out a Jace.
Well, you can't avoid using the best cards, I suppose. Although, when price isn't an object, it makes it easier to build a deck. I would definitely add a Batterskull to the deck since you aren't running Squadron Hawks, making your swords harder to connect. Two things about your land: One, it seems rather light on the land count; two, I don't think you need so many Ghost Quarters. Otherwise, very similar, and if you ask me, very awesome!
Superjace is out of my price range. D: Anyway, Lands needs work, and I forgot about Squadron Hawks...Question is where would I put them in this deck...

Understandable, I don't think I could fit it anyways. So I think it would better to just work on the Land base for now. But I'm still trying to think about how to improve it. Chances are i'm going to drop the fetches all together and go for more dual lands and Possibly some man lands. Cheaper in the end.
Edit: On second thought not likely, the cost is the same seeing as Fetches and Shock Lands are about the same.
Edit Edit: I wonder, would Cryptic Command do anything for this deck build...?

Cryptic Command is pretty hard-costed for a three color deck, if you ask me. As a counter, there are cheaper and/or more effective ones for the early game. Jace 2.0 is a better card draw engine. The bounce effect is nice, but not worth 1UUU. I'd play it for the "tap their dudes" effect, but I haven't seen that many zoo/ creature heavy builds yet that make it worth having such a hard spell to cast, when spot removal/ bounce is usually enough (à la Jace 2.0/ Path To Exile).
Should I get some Super Jace in the near future I will put him in replace of the baby jace. (Doubt it.)
I have decided to swap out two Jaces for two Elspeth, Knight-Errant. I'm looking for a way of dropping two Gideon's in this, but I doubt it is going to happen.
EDIT: I have changed my deck list to reflect these changes.

Ponder is good, but preordain is simply better.
Well, the deck in the OP does run 17 ways to shuffle other than Ponder itself.
