forgive my ignorance, but what/where says that the 20th will have anything to do with the ban list?
The Banned and Restricted list always updates September 20th, Decemeber 20th, March 20th, and June 20th with effective dates of October 1st, January 1st, April 1st, and July 1st respectively.

I think every deck in the format is fine except for Blazing Shoal...the issue that I have with it is that Inkmoth Nexus requires basically no commitment...in fact, that's the card that leads to turn 2 kills (Sam Black didn't even play Glistener Elf). Maybe it would be stupid to ban Blazing Shoal, if the real engine is an uncounterable, self-protecting infect land.
In this format counterspell wouldn't even be very strong. Thirst for knowledge, Trinket mage, and gifts ungiven are all to weak because chrome mox is banned. True counterspell based decks or even decks that use just a few counterpells aren't playable.
This is for two reasons:
The fair decks in the meta have a turn 4 clock, and your most unfair plays are easily out done by your opponents turn 1-4 plays.
The power level of every deck in this format makes synergy and player ability pretty worthless because these things take time to show themselves.
OK, first of all, I've stated before and I think it's pretty clear that I think Counterspell should be back. I think it's very balanced; 'fair' is exactly what I would use to describe it. However, I disagree with you here because I think it would definitely be 'strong.' Having that card around would completely shift the dynamic of the format--which I think is a good thing--but it would definitely be powerful. Being able to wait and counter a Swath through ritual mana in game 1 is a lot better than sitting on a soft counter, and that same counter isn't conditional to the point where it can't counter a Knight of the Reliquary on turn 2.
I also think that Gifts Ungiven is actually fine, as most Gifts decks are/should be playing Loam and therefore automatically access green acceleration...and we all know how much stronger Gifts is on turn 3.
