The MTGS Modern Forums is a hub for discussion, debate, and decklists on the best decks in the Modern format. The "Deck Creation" subforum reflects the different brews, semi-competitive decks, and evolving strategies of Modern. Deck Creation stickies are used to showcase the best of those decks, as well as the most popular discussions.
Criteria for getting stickied in Deck Creation were decided by staff in preparation for the 9/22/2014 forum update. Like other subforums in Modern, the stickies are updated on a quarterly basis (with one exception). The criteria are listed below. As of the 9/22 update, these are just the first draft of criteria, and are subject to change in subsequent revisions if these don't look like they are fulfilling their function.
Deck Creation stickies - 9/22/2014 Showcasing rising competitive decks and popular discussions
Deck Creation stickies are updated every ban cycle, with the exception of Featured decks. There are three criteria that qualify a deck for sticky status. The first is "thread popularity", the second is "deck competitiveness", and the third is "feature status". The rules that govern selection, and the definition of the criteria, are below:
THREAD POPULARITY: The 10 most popular threads will be stickied every ban cycle. Popularity is defined by number of views/responses in the period between ban cycles.
DECK COMPETITIVENESS: The 2 decks with the most MTGO wins, and 2 other decks with the most large paper event T8s, will also be stickied. Decks will be selected from their standings in the MTGS Modern Metagame spreadsheet for that ban cycle. If a deck meets both MTGO and paper criteria, another deck will be selected, such that 4 unique decks are always chosen
FEATURED DECKS: Every month, users will nominate one thread for Feature status.
If a deck fulfills both the popularity and competitiveness criteria, it will only be selected to meet one of them.
At any time, there will be 15 unique decks stickied in Deck Creation
Under these criteria, here are the decks that go into the Deck Creation subforum for the 9/22/2014 update. Decks are also accompanied by the criteria that they fulfill on the list, just for the sake of transparency. For example, Time Walk is stickied for its paper wins, so it gets a (2). Modern Esper Control is stickied for its popularity, so it gets a (1).

Wow this has been here a while... For now I am un-stickying all stickied threads in the Deck Creation subforum. They have not been updated in years, and some of the threads were long dead and not deserving of a stickied status anymore. Once we are done changing the way the forums work the next step will be to look into a new type of stickying system.
In an effort to maintain clean forums with the changing landscape (Removal of the Tier system, and creation of the Established section and archetype classifications) the Deck Creation Stickies program is getting archived. It has not been maintained in some years, so until we bring a program like this back it'll be nicer for the forums to not have this perpetually at the top of the page.
