from my experience at GP Toronto, I saw a lot of Izzet Phoenix naturally. There was a fair bit of burn due to the new cards it got in Allegiance (light up the stage and skewer the critics) but from what I heard, people seemed prepared to beat burn. I know a few people who either played burn in the main and regretted it or made night before changes to something else. A lot of the grinders I know have were either on Izzet for a while before the event or made last minute switches to it
I don't have enough experience with the deck to say just how powerful it is or if it's broken but it's really been putting up numbers

I wouldn't worry much about that. It's been seeing more play recently due to Chalice being pretty good again, but it's still not good enough against the field for it to see widespread play like it used to.

Bingo! I actually was considering purchasing the Tron lands to rebuild E Tron, mostly because Chalice of the Void main seems solid. (I don't have Tron lands anymore because I sold Tron a year ago.)

Exactly. UR Phoenix is popular, because it's fun to so many people.
I think the only thing that really keeps me from being 100% on board with making it my main deck is that it runs 0 Snapcaster Mage in the 75, and that hurts my soul. For 3+ years, my deckbuilding starting point was always 4 bolts, 4 snaps, and then go from there. And after trying to shoe-horn a few copies in, it makes me sad that the deck definitely feels worse off with Snaps.

That could very well be true. Only three decks ran Rest in Peace (Burn, Spirits, and Eldrazi Taxes), and five decks ran Anger of the Gods (Pyro Prison, Jund, and three UR Phoenix builds). The three Phoenix builds with anger split their graveyard hate with Surgical Extraction (two had a 2 anger/2 surgical split and one had a 1 anger/3 surgical split), which is much less effective against dredge than broad-based grave hate, and seven other decks relied on only surgical. Remorseful Cleric supplemented the grave hate for Eldrazi Taxes and Spirits, and it served as the main grave hate for Bant Company. All three white decks ended up near the bottom of the top 32, so they certainly couldn't or didn't threaten dredge's supremacy here.

I mean, true deck-crippling bans aren't as common or regular as they are percieved to be. Obviously the-one-we-are-all-so-so-tired-of-hearing-about colors the whole discussion because it caught many players off-guard, but not all bans had quite that effect. Many decks survived bans, sometimes multiple bans in the case of storm. Amulet decks weren't erased by the Summer Bloom ban, eldrazi decks persist after the end of eldrazi winter, and some people are still making eggs-style decks work even after the KCI ban. Now maybe, for some, the decision to build the "best deck" has everything to do with that deck's position in the metagame, but being reduced in stature and having the rest of the deck turned into unplayable cardboard are two totally different animals. Nowadays, Wizards appears to aim for the former rather than the latter.
Could someone explain the 3 hooting mandrills in the sideboard? The deck already has 20 creatures, and big ones. When do you side-in 3 more? Against decks that rely on bolt and push? GB rock and jund maybe?

Yep, Mandrills is for Push decks that weather the early assault with cheap removal. The 4/4 then comes down and threatens a kill right away with Become/Rage, as opponents are unlikely to have ways to remove it. It doesn't give those decks any room to breathe and develop their own gameplan after interacting with yours.
the card itself really isn't worth the card board its printed on...does it serve a purpose? Sure its a blue 1 drop that might not be a 1/1. I would not put it in a list and expect to win a PTQ or GP though.
I believe I'm counting 19 Faithless Looting decks as well. I really hope modern doesn't swing further and further towards this card like it has been of recent

This issue is, what reason is there not to? Card selection + value out of the GY is a currently defining feature of the format. Go faster, get what you need, and utilize what you threw away.
Especially online, where people gravitate to 'what is best' far more than paper. Its a simple reality of what Modern really is.
I have been saying Looting needs to go for Months. Turns out having to discard is not a negative its a positive. Although I say the main issue is unless they exile your graveyard you get to enjoy 8 of them.
