I guess i worded it wrong. i meant run 4 of Thoughtseize, and instead of running Inquisitions you run Wrench mind.
Seems like a decent approach. Maybe I will post my old Mono Black list for people to look over.

Kokusho, the Evening Star was one of the few legendary cards I feel got kind of hurt by the legendary rule change. Once upon a time you could cast Kokusho, next turn swing for 5, the legend rule bomb the opponent for 10 damage. That explosiveness is really what made koko-puffs the love of my life (still high on the list).
Beyond that just seems too slow and susceptible to path.
This is kind of what i'm going for right now in my death cloud list. It utilizes death cloud slightly differently, almost more like support for the smallpox's but primarily to keep the oppression on the opponent. I'll admit I miss the Garruk boost to mana production and his post cloud world, but those list always end up trying to go in full tilt. Hit all lands, all cards in hands, all creatures etc. Right now, I'll use them as more of a catch all card. You have a creature I need gone, i'll Cloud x=1. You have two cards in hand i'll Cloud x=2. I will cloud away an opponents lands, but typically only if it's going to leave me in a better position.
I went down on my Obliterators because I just couldn't afford them early. Too much stuff to do, and really i would rather resolve them off of a post cloud top deck. Solemn's just feel good here. One essentially counter acts a smallpox, or allows you to go into a turn 5 sorin quite easily. Also, and this could totally be perception, but they really seem to grease the wheels of the deck
Anyway i'm rambling on a bit, I really like the idea of mbc cloud thought I would share what I was trying out.

Yeah my list needs some love. Maybe Old Lily or the newer one. I love Phyrexian Arena. Maybe go away from the discard and move myself into a more value based build. Perhaps a "swamps matter" theme.

Just how good is Scavenging Ooze for this deck? I already have a playset of Deathrite Shaman but it was either between a playset of Oozes or 2 Lily of the Veil to finish my playset. I don't want to spend $60+ and just end up sticking the Oozes in my trades if they don't work.
Random thought: Would Mimic Vat be worth using as a 1 or 2 of? Sakura-Tribe Elders, Kitchen Finks and various other ETB or sac effects could come in quite handy.
You can even steal your opponent's creatures, or at least prevent them from coming back to pester you.
I bring this up after remembering the old DC deck that used Soul Foundry and Chittering Rats to lock your opponent.
The vat also seems like a safer bet than the foundry, since you don't lose the card from your hand. Not to mention there are going to be plenty of creatures dieing when you play this kind of deck as it is.

I have run 2 different decks with the new lily.
BG Creatureless Deathcloud that rocked
3 Liliana of the veil
1 Liliana of the Dark Realms
4 Garruk, Wild Speaker
2 Vraska the Unseen
1 Sorin Markov
The few times that I actually got out and played LotDR she won the game for me. her +1 feels like the equivalent of "draw 1" and you can win with either her ultimate into lethal death cloud, or simply use it to make a garruk token ridiculously huge. She's also made recovering from a massive death cloud child's play. It was for that reason I actually developed the second list (though it only involved 1 miser copy of death cloud).
MBC creatureless which revolved around a "swamps matter" theme and ultimately won via massive Consume Spirit. Very reminiscent of the old school MBC decks i used to play. Death cloud was part of the beseech the queen tool box I had as an additional way to either go for lethal "X" spell or a modular f' up your mana base/hand.
Liliana 3.0 is actually quite strong... It's just that in modern she competes with Liliana of the Veil... I could easily see running an MBC deck with 4 of each in it if they didn't have the tendency to kill the other on entry.

I play a BG deck with LD. Using 3 main boarded Fulminator Mages and one in the sideboard. I love the tempo control of having early game LD.
Wrench Mind is a solid card choice. I played 4 in my original Death Cloud deck when it was Type 2. I am not sure about main right now unless you are looking more for a mono black build. It still is a solid choice for any sideboard. Thinking of I might go pick mine out of a box with lots of dust on it right now.
Personally I've always enjoyed playing a MBC style Death Cloud.
This is what I've got working now, though I haven't gotten to play a modern tournament in quite some time due to work hours.
I realize I'm at a disadvantage without Liliana of the Veil but she is well outside my current budget, and I don't know anyone who would trade one. I also haven't adjusted to using a planes walker yet either
If I can get to another Modern tourney soon, I'll try to post some results.
I love it I love it I love it!
I love RATS! A lot of this deck is what my Type 2 Death Cloud deck was like. Maybe you should look into maybe Duress or IoK in the main to give you something to do turn one. I love the Rat Package. The great thing about this style build is that almost nothing in your deck cost more that three so Death Cloud is perfect. Not sure about Underworld Dreams but to each there own. I do have a great option you could look into that is super budget and super effective. Go pick up a playset of Pulse of the Dross. That card can end friendships. With your low mana curve and slight LD plan you can drop that and every couple of turns and hit any card in there hand. Even there lands.
I like where you are going with this sir. Great mono black acceleration. I am in the process of doing a little mono back brewing now. And yes, rats are in my build.
PS.
I won with 3x 4/4 Assassin Tokens with Trample. I have won the Internet. ***Collects award and falls down the stairs from the stage drunk***

Are fetches necessary for making this deck? I am planning on making a Planeswalker based B/G Death Cloud with Deathrites as my only creature. But fetches are out of my budget. It was either Liliana of the Veil or fetches and fetches was cut.

Awesome, most likely DRS will take mana from sacced lands. Also, Is Liliana's Caress a good addition? It seems decent as a 2 of if you're running Smallpox not to mention Death Cloud and Liliana 2.0 herself.

It seems to me you really want a Smallpox control deck to be honest. We touched on this in the old thread, but Smallpox looks like a great card for Death Could at first sight but that is as far as it goes. The lost of your lands early really hold back the end game for Death Cloud. Please Please take my advice from experience. Death Cloud and Small Pox do not work well in the same deck. I sometimes use them in my board but I swap my Death Clouds for them one for one.
As for cards like Liliana's Caress it seems like your watering down the deck to take a beating while you try to set up your 2 damage whacking station.
If you don't have fetch lands, and you want lands in the grave, you can always take advantage of Darkblast. It can mill you for 6 a turn if played right. There are other options with cards that have Retrace like Raven's Crime.

Thanks for your input. Right now, I think I'll try both Death Cloud and Smallpox builds or mix and match to suit my meta. I was thinking of building around Death Cloud or Smallpox by limiting the damage they do to me by including planeswalkers, value creatures, enchantments, etc.
I also love the order of wording for Death Cloud. I see alot of Loxodon Smiter being played in my playgroup and it was very annoying to deal with when I played Jund.
So I've been working on something extremely random, but the wins it pulls out make me want to develop the idea further. Need some input from you guys on here.
Keep in mind this is a very rough draft idea. The numbers will need tuning, and I'm sure the sideboard will be a nightmare to put together. But so far the deck fairs very well against control (UWR, UB). I'm thinking the aggro match-up is gonna be tough. The only combo decks I've tested against are Scapeshift and Reanimator, both of which were easy matches (you'll see why).
At first I wasn't sure that creatureless would be the way to go, but the list is pretty tight as it is and I don't really see any creatures fitting the theme here. I might try a singleton Kokusho, the Evening Star.
These games go on long usually. But I like the playstyle, and I feel that Tron would be a faceroll for this deck (haven't had a chance to test against it yet tho)
Some things I'm still on the fence about:
- Is Lightning Helix the right choice over Bolt? Seems like the lifegain is worth the extra mana, especially in a deck like this.
- Is 3//3 the right split between Boom and Shadow? Both cards are extremely useful, but have narrow and different drawbacks.
- Which artifact mana maker would work best here? I tried guardian idol but his ETB tapped clause coupled with no colored mana makes me hate him. (sigh, used to love that card in old DC)
