Loxodon Smiter and Knight of the Reliquary are always a solid choice at 3cmc.
As for that list, I haven't tried Elspeth myself, but I'm assuming it's mainly to give one of your guys evasion for the turn. I think I'd rather have path or boros charm main deck over it. Not to mention cutting the 4cmc might let you go down to 21-22 lands as well.
I would also consider running a basic Forest over the basic Mountain -- just in case of blood moon?
^ This is pretty much what I do, basic forest has yet to cost me a game, and has won me some against blood moon.
I'd recommend the Smiter over the knight. It's a reliable 4/4. It's good against control, a freebee against Liliana, and can't be bolted. Knight can be slow, in conflict with deathrite shaman, and has a window to be bolted in. You're also not running any sort of tool box for it ever because of tribal flames. Additional, when people bring in relic or rest in peace to blank goyf it does splash on the knight.
Lingering Souls is great, but not something you want to see multiple times per game (ie: don't need 4x)
Starting without an accelerator (or having one get answered) makes for a slow draw.
Minor issues with the mana base
So I'm going to trim a Lingering Souls for the 3rd Noble Hierarch. But adjusting the lands will be more difficult.
Multiple times, I have found myself wishing I could fetch for a Watery Grave. Here's why I'm seriously consider it: if you know that only a single fetch is required to turn on Snaps, Lingering, and Tribal, this would allow you to spend all your other fetches and fixing on getting Naya (ie: most useful) colors. The downside is that hard-drawing Watery Grave SUCKS.

I ran into a pure UW control deck today, with a very good pilot. I had bad hands both games (and lost game one on a tiny, easy misplay), but game 2 I got ground out. I think the 4th Lingering Souls would have made the difference.
But what to cut? Given adding a Lingering Souls: Might of Alara is better as the number of creatures increases, mana birds are more critical with the increased number of 3 drops. I desperately do not want to cut a Snapcaster Mage, but it may be the only option. Thoughts?
Personaly I hate lingering souls in domain. I cut them all for smiter, it's good against blue and better against liliana. Also, ramping it out turn two is infinitely better than lingering souls. I know people say lingering souls is good against infect, but so is 15 removal and some snapcasters.
I wouldn't cut mana elves simply because playing a turn 2 Geist is like free wins, it feels like cheating.
What is giving you issues in the uw matchup? For me it was the finks. I've been getting good milage out of sulfur elemental against decks that play it. It does a lot of interesting things:
1. Takes finks out of value town
2. Puts resto into bolt range
3. Makes GoST hit for 2 more (careful to not play 2 sulfurs though)
4. Makes smiter hit for 5 (I realize you would end up with dead spirits in your list though:( )
5. Is never getting countered
I got randomly pairing against Jarvis playing the uw list written about on CB and blew him out pretty hard; once when he was going for value with resto on a 2/1 finks during my attack, I flashed in sulfur and bolted angel.
I feel like your card quality is higher against uw, so as long as you can keep them off of value you are favored.
I was recently looking at the zoo list you are playing and I like a lot of it. The walker seems super fun/good, and I think 2 snappy is correct. How was the domain pump? Personally I'm to scared to get 2 for 1'd to play it.

Against UW, I've just found myself wishing for Souls every game. The easy creation of board presence and the removal resistance is critical against control.
The pump hasn't mattered yet in my testing. And it goes kinda hand in hand with the Lingering Souls. So if I cut LSouls, I'll cut Might.
I'm going to try the Loxodon Smiter suggestion. I've consistently wished I had more beaters on board, and I know how great Smiter is from other decks I've played.
Looking at the UW flavor of the week list, it runs 5 removal main. 4 pte and 1 dismember.

The path's are really the only thing that "worry" me. But ya know, we do run enough dudes to shrug that most of the time. Smiter provides a better target for path then Lingering Souls, I'll concede that point.
The dismember is just changing stuff into boros charms that -1ca them, which is still a fine.
Two Wrath's doesn't seem reliable enough considering we're trying to turn 4.5 them.
The threads, well they took my mana elves mostly. I though about sbing out goyf, but I'm just not sure about it. Reading about the deck the goyf dilemma is sorta the point of playing 2 of them. Typically I favor of keeping them in and putting it on them to get lucky instead of diluting my power. Snapcaster is also a valid target, but it's already done its snapcaster thing, and often gets to attack first as well, so getting him threads could be worse.
The current UW list is mostly a million counters: remands, leaks, snare, 2 cryptics. Smiter and lingering souls are both good against this, but the Smiter is faster, cheaper, and more of a sure thing here. I've never gotten half a Smiter leaked .

I would run a Forest over a Mountain to hedge against blood moon.
