I was thinking and its a similar effect to using heartbeat of spring... you need to be sure that you can make better use of the extra mana than your opponent - if you can, its gold.
3 CC 2/3 is not bad... but does her ability just suck too much compared to sachi, daughter of seshiro? If you drop a turn 2 elder or sustainer, you could play sachi on turn 3 instead of shizuko... is that why there seems to be consensus that shizuko is crap?
I was just thinking, normally there's not much my opponent will do to me with his 3 extra mana, and the 3 extra could mean me dropping seshiro the anointed next turn.
The plus of shizuko vs sachi is that she doesn't tap for the mana, so when seshi comes in she would be able to attack right away. The down side obviously is she helps your opponent, doesn't buff your snakes toughness, and doesnt grant the ability to other snakes you have :/
The whole problem with Shizuko is the fact that you opponent gets to use the extra mana first. If that wasnt the case... then Shizuko would be a BOMB! But instead... she is the green crap rare of Betrayers. And this is also why that Sachi is so much better.
