Not much going on lately between the two forums (Online and Paper). My vote would be to merge the two forums together, then create sub-forums under that "parent" forum. Like so:
The reason for having separate Paper and Online sub-forums is that we have different ban lists, cards that can be played, etc. Unless Wizards or some authority figure establish the defining rules, the format cannot be merged yet.
And since there is a lack of reports coming in via the Paper Pauper tourneys (once or twice a month here in Manila, Philippines, sometimes, none), most of the Paper players get their meta from MTGO reports. But what I like about the format is I can brew decks without having to spend as much, unlike Modern and Legacy, since I started Magic way, way, waaaaaay back and I have some of the more notable commons used in Pauper. Sure, I have a Modern deck (Reality Acid-Blink), but it is nowhere near as good as the top-tiered, so-called "money" decks.
Ending on a good note, Paper Pauper in Brazil is as strong as ever. Maybe they can lay out the groundwork so there's an "official" rules for the Paper players? Also, I answer as much surveys from Wizards as possible (you should too!) and always commenting about making Paper Pauper an accepted format. My hope is that it can attain the popularity of EDH/Commander.

I agree with the keep paper and Mtgo pauper sections seperate, if only for the sake of rarity confusion and playable cards.
And while I can see using the Legacy subforum format of Established (competitively viable) and Developing (unproven decks) would think the latter could be named Deck Creation, making it easy for new users.
...Also, no budget subforum! Would almost be trolling to include that in the budget format of pauper!
When they finally release some cards into MTGO that are only in paper right now I'd say yes. As of now the format still isn't "unified".
