I personally feel like there's the potential for a pretty solid deck in here. Red and black have everything a Madness deck needs - discard outlets and powerful Madness cards. Insolent Neonate and Olivia's Dragoon as early pressure and discard outlets. Reckless Wurm and Gurmag Angler as lategame fatties that can close out the game. Some recursion, a lot of removal, and four copies of two of the best hand sculpting gards in the game.
I really don't like the idea of randomly discarding. Balduvian Horde is a nice beater, but Gurmag Angler does things just as well.
One thing I've found during playtesting is that pitching two cards to Faithless Looting and Cathartic Reunion can be very painful at times. Faithless Looting makes it somewhat less difficult due to its flashback, but in general it really makes me wish for a Tormenting Voice that only cost one mana. Maybe I should test a few of those regardless.
Here's my approach to the deck. Tortured Existence seems pretty good here. Together with two madness creatures it makes sure that you always have a beater on the board.
Gathan Raiders could also be very powerful with the right setup.
You definitely want all 4 Grave Scrabbler. This card makes Madness decks tick.
I don't really get why people play Olivia's Dragoon. It seems like there would be better options for discard. Putrid Imp comes to mind as a powerful 1-drop for the deck.

It's not perfect, but I've done somewhat well with it (I'm playing lower tier games on Untap.in, so think FMN level competition.)
While testing on Cockatrice, I noticed that I always seem to want Putrid Imp when I have Olivia's Dragoon in my deck and vice versa. If I had to pick one or the other, I'd go for the imps though.
Stinkweed Imp + Tortured Existence is an absolute powerhouse, allowing us to fuel the graveyard for repeated Gurmag Anglers and essentially allowing us to dig 5 deep every turn for more threats. We can play them all at instant speed using our madness effects, and gain huge amounts of psuedo card advantage to win via attrition. We can hardcast Stinkweed Imp early and gum up the board, striking down threats with our burn suite, control the game, and hopefully pull the boardstate into a grindy topdeck situation, where we have an incredible advantage.
Card i've been highly considering is Rummaging Goblin, we can use the effect to cantrip all our Madness Cards for free, and im thinking of cutting some early game enablers for it and giving up on t2 Bloodmad.
