UR Control for the next GRN standard format. Red has the best removal IMO with shock,lightning strike and lava coil answering almost every if not every early/mid game threats. The counter spells are used to answer all the spells that our red removal aren´t able to (like planeswalkers or high thoughness creatures). Between Search for Azcanta, Chemister's Insight and Ral, Izzet Viceroy we have more than enough card draw to gain advantage in the long run giving us the win with Ral, Izzet Viceroy ultimate and/or with Niv-Mizzet, Parun.
For the sideboard plan against control we want to win with burn while having a huge amount of counter spells. Inescapable Blaze can´t be countered so the only way for control to answer it would be discard spells such as Duress and Thought Erasure or cards like Unmoored Ego, but with a high number of counter spells we have more than enough protection against that.
For aggro/token decks we rely on Fiery Cannonade so we don´t lose to go wide strategies.
The deck weakness seems to be hexproof creatures such as Carnage Tyrant, so we need Detection Tower in the sideboard as an answer to such threats. Another way of building against hexproof would be going Jeskai Control for Settle the Wreckage and other wrath-like spells.
There is also Response//Resurgence which does more damage and can be used at instant speed. I think the only other outliers are Rekindling Phoenix and Nullhide Ferox which probably have to be removed with counters.

Lava Coil answers Rekindling Phoenix perfectly. Nullhide Ferox would require a counterspell to deal with it efficiently, but if he manages to get to the battlefield you would need to kill it with Ral, Izzet Viceroy or double burn spell. I don´t think we need Response//Resurgence but it´s good to have more possible anwers.
In my testing Niv-Mizzet, Parun has been pretty good, you usually play him with enough mana to at least cast one spell for value (usually a counterspell to protect him). If Niv-Mizzet, Parun is not answered he just takes over the game with his ridiculous card advantage. Nezahal, Primal Tide is a good finisher (especially against control), but i think Niv-Mizzet, Parun is better overall. I don´t have Nezahal, Primal Tide in the sideboard against control because my sideboard plan is to burn them out so he´s not needed.

I like the deck a lot because i like Niv-Mizzet, Parun.
Going Jeskai might be too clunky mana wise (a lot of double white costed cards). Splashing black might be a better move because it gives you easy access to cards like Vona's Hunger, Plaguecrafter and The Eldest Reborn wich answer Carnage Tyrant.
You would have 18 blue sources, 16 red sources and 8 black sources wich works perfectly fine with the cards you pretend to play. You would have to cut Field of Ruin and Detection Tower from the 75 entirely wich can be a problem if you want an answer to cards like Search for Azcanta.
Seems heavy on Ral. He's not going to be as easy to jam as Teferi; it will take 8 mana to play him with countermagic protection, and BG's getting a whole new cheap spell to protect him from.
I think you're eventually going to want to replace 2 copies of Ral and 1-2 copies of Ionize with Negates and/or Essence Scatters - but until there is a meta, the proportion is anyone's guess.
Ral, Izzet Viceroy will at least draw one card or kill a creature when he enters the battlefield so even if they kill him you still gain an advantadge wich in the long run will give you the win. If you want to tap out to play him it will depend on the matchup obviously.
I feel like we really wanna be heading in more of an UR Tempo/UR Counter Burn direction. And believe me, there is a difference. Instead of waiting to drop a bomb, why not just incrementally kill our opponents. My take:
One thing I haven't seen anyone, ANYWHERE, point out how great Jaya and Ral work well together. They essentially fuel each others abilities. I also think Expasion // Explosion is a woefully overlooked card. Sure, it's harder to cast and is one mana more than Sphinx's Revelation of Ravnica yor, BUT, it does give you advantage late game in a pinch if the game goes on two long.
Thanks to Mikasa's post we also have a "Grixis" Control option of the deck. Having access to The Eldest Reborn gives us answers not only to Carnage Tyrant but also planeswalkers and it can also be a secondary win condition.

Your iteration of the deck is more of a counter-burn deck, instead OP's deck is a full control deck with burn as a secondary win-con wich transforms to a counter-burn against other control decks with the sideboard.
I guess OP plays Inescapable Blaze over Banefire because of the instant speed against control wich makes sense. Keep up the counter spells and burn them at the end of their turn, seems like a winning strategy to me.
When Ral, Izzet Viceroy was spoiled I followed very closely to the rest of the set being spoiled, with the intent of seeing if Ral was actually a stand alone planeswalker to become the backbone of an Izzet deck control.
The most obvious problem is that there are no on-board answers to non-creature permanents.
The quality of cards looks very good against creature strategy decks. But it still has the major problem of tapping out on Turn 5 to play a Ral, Izzet Viceroy and hoping that it sticks. Because lets be honest, besides Niv-Mizzet, Parun there are no other threats.
You could say the same about Teferi, but he does have that cast Turn 5 and then have backup protection with at least 2 mana.
I do think that if you get to untap with Ral, Izzet Viceroy in this deck, that you are going to be favorite to win, and that alone might be enough to make this a playable deck. But it is very reliant on making sure non-creature threats don't stick before they hit the boards.
Too be honest I don't think Ral, Izzet Viceroy time to shine is quite yet. Probably going to have to wait until Ravnica Allegiance or even next before he finds a groove.

We have 18 blue sources, 17 white sources and 13 red sources (much better).
I would play gates over evolving wlds since we don't need the shuffle effect for anything anymore. Also forgot to mention that Cleansing Novais a pretty good reason along with StW to bring white into this. The core of this deck is very solid, the addition of a third color will probably only be needed until standard is solverd, which shouldn't take very long.

Basically we needed more early game answers
Going 4 Sinister Sabotage and 4 Ionize was to greedy so we ended up with a 4/2 or 3/3 split. Essence Scatter has been very good in the current "format" (if we can call it that by now).
Haven't tried the grixis version (not enough tokens for lands rip).

Deep Freeze cannot target hexproof creatures and River´s Rebuke will not answer Carnage Tyrant for good, it will just give you one extra turn.

I still think the best possible way to answer Carnage Tyrant with this deck would be going jeskai for Settle the Wreckage. I also think the card is pretty good but you don't want to play it in a control deck IMO.
That being said the mana base isn't going to be as hospitable for Jeskai and the WW needed to play wreckage/boros cards. I'll brew something up in the next few days and post a decklist once I have access to play magic again.

Cockatrice: Infallible
The thing with Jeskai Control is that the mana is pretty tight, you would need to sacrifice double blue for double white, but it's doable because Ionize exists.
The mana would be something like:
4x Steam Vents
4x Sacred Foundry
4x Clifftop Retreat
4x Glacial Fortress
4x Plains
3x Island
1x Mountain
2x Evolving Wilds
We would have 13 blue sources, 18 white sources and 15 red sources (good enough if we don't have double blue).
If we wanted to force double blue and double white the mana base would be something like:
4x Steam Vents
2x Sulfur Falls
4x Sacred Foundry
2x Clifftop Retreat
4x Glacial Fortress
3x Island
2x Plains
1x Mountain
4x Evolving Wilds
We have 16 blue sources, 16 white sources and 17 red sources.
It would be much easier if we had Hallowed Fountain:

We have 18 blue sources, 17 white sources and 13 red sources (much better).
I would play gates over evolving wlds since we don't need the shuffle effect for anything anymore. Also forgot to mention that Cleansing Novais a pretty good reason along with StW to bring white into this. The core of this deck is very solid, the addition of a third color will probably only be needed until standard is solverd, which shouldn't take very long.

Basically we needed more early game answers
Going 4 Sinister Sabotage and 4 Ionize was to greedy so we ended up with a 4/2 or 3/3 split.
Essence Scatter has been very good in the current "format" (if we can call it that by now).
Haven't tried the grixis version (not enough tokens for lands rip).
