If you can not use fetchlands, UGW Spiritdancer looks like it could be amazing. load up totem armor auras on a dude, counter any bounce spells or sacrifice spells, and win with giant beats.

However, I don’t recommend that because the ajani goldmane is very good for the deck. I was lucky enough to pull a Baneslayer from an M11 pack so I run him instead of the felidar.
The above deck looks OK, but try adding some green. It could make the mana base a bit more expensive, but you can always just use 8 Terramorphics. I would try something like this.

Yeah, they're rares, but they are all relatively cheap. Leyline and Hydra are quarter rares. And Ranger of Eos is only about $3 now.
Yeah, it cuts out a little bit of lifegain, but Leyline is very good for gaining more health. I can just imagine playing the Leyline on turn 0, Soul Warden on turn 1, and droping a 4/5 Pridemate on turn 3. At that point you've already beat RDW, and any deck that doesn't have black or white removal. And Leyline goes very well with Protean Hydra. Protean Hydra and Serra Ascendant are both awesome with Ranger of Eos.
You may as well forget the $50 notion if you want to have a tier 1 deck. That said, FNM can be won without tier 1 decks, but if your meta has good players with $500 decks, things can be very frustrating.
For tier 1, Runeflare trap is $99, RDW is $135 and Jund is about $170. Those are the 3 cheapest decks that have won any major tournaments recently. Outside of tier 1 there have also been some good options mentioned in the thread already, like Pyromancer Ascension.
Milling is NOT dead. Maybe active milling isn't too great, but turbofog is very much alive and well. It's just that 99% of UW players have switched to UW control. Jacerator is easily setup to have alternate win conditions in the event of facing Eldrazi, even ignoring Leyline. Due to the stupid rules, I can't post my decklist for you. PM me if you want it.

I run a sligh version that has Guides and Devastating summons for rares, its dirt cheap and really fun. It's not broken but its cheap, ie 15 bucks in rares and the rest is common/uncommon and can whoop up at your local FNM.
Well she went 2-2 with the white deck posted above (- the dawnglare and wild griffins)... curiously enough the amored ascensions are what pushed through (on flyers) for the win most of the time. She lost to two *REALLY* fast red decks, one was goblin tribal, the other I'm assuming was RDW. But she beat out a red deck, and a Kor tribal/equipment deck.
I ran a UB discard/counter/mill deck and went 3-1, lost out to Jund.

I can understand if you can't really make the list consistent yet due to budget reasons, but typically when built right, mono-W lifegain is truly a pain in the ass to deal with for RDW. There are a few key cards that throw Red off course here, notably Rest for the Weary, maybe Lone Missionary, and from the sideboard, definitely Kor Firewalker which in itself is the card notorious for giving RDW problems. After implementing those and solidifying the deck (putting key cards in multiples of 3-4), she should have a much easier time in those matchups. I know someone here suggested cutting those out, but for the RDW matchup in particular, the listed cards really, really help W lifegain decks. If anything, 4x Firewalker in the sideboard and perhaps 4x Celestial Purge.

What purpose do Kozilek's Predator and Nest Invader Server? There is nothing to use the colorless mana to ramp to. Slap some Eldrazi Titans in there, or

+4 Birds of Paradise (Better late game as a chump blocker against flyers)
It's also not too expensive to get 1-2 Avenger of Zendikar, then trade mana dorks for ramp. Kind of a cheaper, more agressive turboland. I would also trade the Khalni Gardens for Oran-Rief, the Vastwood. Very good with tokens. Garruk is also pretty cheap to pick up.
Now you can start a sideboard for pretty cheap with stuff like Vines of Vastwood, Plummet, Naturalize, and River Boas, and you're pretty set.

Um, okay? Whatever helps your dreamland. I'm trying to help him and his sister here. A huge advantage afforded by those cards in game one is still an advantage regardless and I play RDW--if you ask any sensible player, they'll tell you that it's still a royal pain especially game one. For games two and three, they'll have to draw into Leylines in the first place, which still doesn't lock the game down provided he supplements his deck properly, as White still has removal for the Leyline in War Priest of Thune and Celestial Purge. This discussion regarding the card has been done many times already.

...Wait, did you just take some of the key cards in Zvi's Beastmaster block list, one of the few lists even remotely close to a successful mono-green aggro list in high level tournaments, and cut them ALL? Can you please check how this deck works before trying to turn it into some random fat-list that immediately rolls over to Jund?
Nest Invader and Kozilek's Predator, due to the extra bodies provided by them, are NOT used to sac the spawn to colorless mana, although you can in a pinch. They are the key cards in formulating consistent turn 4 or 5 kills via Overrun, Garruk Wildspeaker and ESPECIALLY Beastmaster Ascension. Having 7 guys on the field via Garden and these other token producers is immediately 35+ damage once you drop Ascension and swing. For matchups like Pyromancer's and Runeflare Trap, if you do not kill them before their turn 5 depending on who went on the play, you might as well be dead and your fatties, Packleader, the Eldrazi Titan in your hand, or Avenger of Zendikar aren't going to do you a damn of good to the infinite turns they'll take. Beastmaster Ascension provides the punch for the early-turn kill that many green decks lack while the build worries considerably less about targeted spot removal due to the extra bodies they gain from the cards it plays, while Eldrazi Monument, though a more expensive addition, provides insurance against Day of Judgment and the like.
Also, in my list, I run BoP over Arbor Elves due to their evasion (ability to safely contribute to Ascension) and immunity to Earthquake; I only listed Arbor Elf for budget reasons. Replacing those with Garruks and Avengers as you recommended would add at least $10-20 to the deck.

Which is precisely what the goblin player did, prior to first matchup....since his buddy lost to her in the first match, and goblin guy was watching the drawn out game after he had finished his, so he ha prior knowledge she was playing lifegain....and he got it in opening hand both games.... needless to say, she was more than a bit frustrated....

He didn't have it in his hand game one, did he? I'm pretty sure you're not supposed to board in game 1 due to prior knowledge of what deck the opponent is playing... it might not really matter in FNM's and the like, but otherwise I'm pretty sure that's cheating if he did.
Either way, lacking the proper tools to deal with Red, such as Celestial Purge and Kor Firewalker is going to make it horrible. Putting them in won't be autowins but they will help, A LOT.

About the leyline against the White lifegain deck. I forgot to post my sideboard. In the first FNM I ran the deck in a was matched against a similar Red Aggro deck and the player was quick to sideboard in the leyline for game 2. However, I sideboarded in 4 priest of thune in place of lone missionary ( a very convenient swap) and 4 celestial purge in place of condemn. He never drew his leyline anyway but celestial purge worked great for everything else he played. Also leyline of sanctity actually hurts a lot of decks. So I run that in the sideboard as well.

But all in all, Pyromancer Ascension is a a cheap deck, 36 for the scalding Tarns, 30 for the Time Warps, and maybe 5 for the Ascensions themselves.
The rest are nickel commons/uncommons, So I'm guessing the total will be about...75? maybe slightly closer to 80.
I am going to make the claim that it's the best deck you can build for $80, but others may disagree
