As much as I like Hammer's input, the purpose of the OP was to get ideas for budget FNM.
ROTATION
In a few weeks, Shards of Alara will be rotating from Standard when Scars of Mirrodin is released (October 1st). In this case, there are two options: play what you have now and wait for Scars to make a new deck or speculate on what you can play post-Shards rotation. I prefer not to speculate, since cards in Scars of Mirrodin might lead to new archetypes or negate others.
BUDGET CONCERNS
You said you would like to purchase boxes to get your cards. Buying boxes & ripping packs is fun, from a budget player's point of view, is wasteful (unless you are drafting the packs). You and your sister's resources would be best served by either a) each of you finding a deck and purchasing singles for it, b) purchasing common/uncommon playsets of cards, or c) purchasing the common/uncommon cards in each set.
Summary:
*If you plan to play only one deck for a "season" of FNM, purchase singles to build it.
*If you like to play different decks each week, purchase un/common playsets of each expansion.
*If you like trading, purchase boxes online.
You say you are a control player, your sister is more aggro, and both of you can play combo. You have been given some very good examples of decks so far , and there are numerous decklists in the casual threads to give you more ideas. I like the UB Discard/Mill/Counter/Steal deck you listed in post #52. I think tuning a deck is part of the fun of FNM.
The B/R Megrim Caress deck is extremely cheap (the most expensive card, Dragonskull Summit / Lavaclaw Reaches, are $2 each), and is a lot of fun. The deck has only lands as rares, and the entire deck is playable in Extended with really no changes at all.
That's true. Maybe WW is really cheap in standard, with the most expensive cards being honor of the pure and path to exile.

Naya allies is THE cheapest standard deck to build for FNMs. I run it every FNM and consistently go 2-1 and 3-0 quite a bit. The deck wins turn four consistently and can be built with very few rares. The only rares are the three rare allies (Harabez, Kabira, and Talus), and of course the mana base which is Arid Mesas and multiple M10 duals.
You could actually build a semi-decent u/w titan control deck, switch mindsculptors for belerens. The manlands are cheap around here 5 bucks each, and use sphinx of jwar isle instead of baneslayer
would come in at around 50-60 but it's a decent deck

You could actually build a semi-decent u/w titan control deck, switch mindsculptors for belerens. The manlands are cheap around here 5 bucks each, and use sphinx of jwar isle instead of baneslayer

You could replace Frost with Sphinx of Jwar as well, and everything else is cheap, with Wall of Omens, Tectonic Edge, and Mana Leak as more expensive uncommon/commons.

Jace Beleren: $5-6
Frost Titan: $7-8
Celestial Colonade: $3-5
