that uw highlander is elite! reminds me of lsv's ub highlander from the community cup
It's been done before. LSV is far from an innovator. In fact, last year there was a pro that claimed he'd be doing this for every extended tournament from then on.
The earliest mention I know of this occurred back in Lorwyn.

It was Frank Karsten who made that declaration, after his HoF induction.
Running a high amount of singletons is not awful if your running a lot of dig. If that deck had 4 Ponder and 4 Preordain I would not have though too strangely of it tbh. Things like Mana Leak should definitely stay 4 ofs though, but there's nothing wrong with singleton Planeswalkers, bombs and more narrow answers like Day of Judgment and Into the Roil.

Where did he say that LSV innovated it or did it first? All I saw were claims that it reminded him of something LSV once did. Sorry, apparently my English skills haven't evolved that far to see things that aren't there.
But on topic, the Highlander decks always make me laugh, I can only imagine some guy screaming THERE CAN BE ONLY ONE every time he draws a card and slams it.
Whats wrong with Canada exactly? Why aren't Canadians competitive?
There's nothing "wrong" with Canada. It's just that rural areas tend to have drastically different metagames and results and even card choices than the rest of the world. Well, at least from what I've been able to notice in the past. Do you remember that Cruel Control Highlander deck a few years back that won Alaskan States? As far as I can tell it's sort of the same situation here...

Reminds me of the shop where I live that has an unwritten rule that no one should play real decks. No one, including the people will access to all cards ever brings a tier one deck. (but that is mostly because it is a smaller more casually run shop it's where we play magic for fun. There is another shop with bigger prizes and more people where we bring out the real decks and smash faces)
The mono black deck is an odd one, but my favorite one out of the top 8 would have to be the UW Highlander deck, lol. It's so freaking amazingly hilarious. It makes me wanna try to go competitive with a deck stuffed with singletons lol

I will say that singleton decks are incredibly fun to play in casual.
