I'd say definitely add Rakdos's Return, and Rakdos himself might be an option because extort can get him down (no need to waste spear on opponent). I prefer Desecration Demon, personally.
Wight of Precinct Six is unplayable chaff. I'd advise strongly against running him over Rix Maadi Guildmage or Thrill-Kill Assassin.
Cipher would work well with Extort and Guttersnipe! For sure! Great ideas! (your only real issue is how to connect w/o drawing into your bombs, which in that case cipher would be win more)

Most likely against decks that are slower, where I wouldn't want to overextend into sweepers. One Rix Maadi can output a ton of damage with 24 lands maindeck all by itself. So most likely against control.

As for Skies Lockdown, the power of Saber is it gives +2/+0 for just 1 equip cost. It's something you can use that extra land to get more offensive power on the board. Cleaver is just too expensive, slow and clunky to get value out of. And when it comes to a tempo deck, it's all about the race!
Skyblinder staff would be useful too. 3 equip cost is HUGE for a tempo deck though.

Very new to Magic, and very new to this site. I was lucky and glad to have found this so I can play and not spend a fortune. I love the Dimir deck and I am playing that one now, one thing, the decklist calls for 4 Izzet Guildgates, this is a mistake, yeah?
TITLE: This is a solid early to midrange deck that uses some of the best creatures BG has to offer. If you like efficient use of resources, this is the deck to play. STYLE: Aggro with Midrange
This is the last RTR guild that I needed to make a deck for. Golgari has a few different aspects to it, and a few approaches you can utilize. I decided the budget route called for use of the most efficient creatures possible, but not long range as Golgari really doesn't have any 5-6 drops that are worthwhile. The key to this deck is being able to reuse a lot of your good creatures.
The deck starts off with early drops, and curves into solid aggro on T2 or T3. You can continue the pressure game if you are ahead, then shift into your real beaters T4. Support this with removal, and some nice dig spells. You never end up with excess mana, because you can sink it into Guildmage or Scavenge. You should never have to reach deep into late game turns (T8+) because your 4 drops can end the game on their own with some setup.
POWER PLAYS:
1) Daggerdrome Imp + Big Scavenge - This makes it hard to race. If they can't block the Imp, you will be miles ahead
2) Grisly Salvage + Treasured Find - Use Salvage to find what you need. Dump the rest, then grab that removal spell you need!
3) Korozda Guildmage + Deadbride Goliath + Jarad, Golgari Lich Lord - Make Goliath evasive, swing for big damage, then have Jarad fling him. Follow with scavenge onto Guildmage and repeat. That's what we like to call BIG damage!
*** DECKBUILDER'S NOTES ***
-Sideboard makes this deck run real efficient aggro. You can even drop a land if you frontload the deck, but get the charms in to protect against sweepers.
I'm a bit curious, what deck would you say is the best overall? The Dimir deck really interests me as their play style seems like it's really fun, but I've heard that Dimir doesn't have a very good card set. I mainly play casually, and I've only ever run aggro decks with a few spells. The Dimir deck looks like a good change of pace, but I don't want to order the cards I'm missing if it isn't competitive. As I'm still relativity;y need to MTG I have a hard time determining if a deck is aggro, control, combo or some combination of them. Which of the decks you have listed would you say is either a combo or a control deck?
I have an Orzhov deck in development I would say is going to be a combo deck. You'll have to wait till that one is released
The best overall deck out of the 7 so far, I'd say my favorite is Rakdos. It has so much removal it can handle a wide range of decks. It may have a hard time vs the Izzet deck though. It's hard to say. Every deck has it's good and bad matchups.
If you want a change of pace, then yes, control may be the way. However, control is pretty weak in M13/RTR/GTC, so you may need to take that into consideration. Control would be the Dimir, Rakdos, and Izzet decks.

I was thinking, it might be beneficial if you added a section to each of the guilds that could include card choices that could be added with additional funds. Just glancing at a few of the decks I noticed that you don't have sets of cards that cost more than a few dollars. Maybe make note of what could be replaced if someone wanted to add a set rather than a few of the cards.
I ended up deciding I wanted to play the Dimir deck. I wouldn't mind dropping a bit of extra money on it to make it better. Any recommendations? Talrand Sky Summoner seems like a great card for Dimir decks.
Talrand is pretty good, he and Augur of Bolas are natural additions for control decks. You do want to play more spells to take advantage of both however this may result in too few creatures maindeck to reliably cipher spells onto.

Best thread ever. I even signed up just to post this. Building on a Budget was my favorite column at Daily MTG, it's loss made me very sad. I'm glad to see there are still players who like to make budget decks.
I went to TCGPlayer.com today and entered in the cards for your Killswitch deck. Even optimized it comes out to $18.66
Amazing how fast prices can change in a matter of a few days!
Is that counting shipping? You can't use the optimizer because it will use vendors with less shipping and higher prices.
The correct way to do your total is to look up the tcgplayer "low" values one at a time, then add them all up. I have a spreadsheet i use to track value changes. I will update it when I get home and get you a 100% accurate current total.
Unless Dreadbore or Mizzium Mortars just skyrocketed, $18.66 doesn't seem right at all.

I did count in shipping since I'd be looking to buy it if it was a decent price. I looked at a few of the offers with the low value; they charged next to nothing for the card, but the shipping on some was outrageous (ie: there was one Dreadbore for $1.80 with $.99 shipping, but the next one up was $2.32 with $1.49 shipping. and Mizzium Mortars was $1.28 each with $2.99 shipping). I have a few of the cards and could pick a few up in my LGS (at higher prices of course), but a good amount I'd have to buy online since I don't really have any one in my area I trade with.

Cards like Supreme Verdict and Feeling of Dread are great in a control-orientated build. That said, I think it's worth some sb slots for Supreme Verdict at least, especially if you think you are going to play against some of the popular aggro decks. Just my 2 cents though.

Supreme Verdict really isn't a card you want to play in aggro tempo, similar to how Delver never ran DOJ or other sweepers. Most of the time you will have a heavy board, racing and staying ahead of the opponent. Verdict is best suited for a traditional control deck with cards like Augur of Bolas and maybe Fog Bank (a pet card of mine)
Try taking the deck and making a control build! Quite possible to do so and stay under $10!

I seem to have poured a bit of value into the rakdos killswitch deck. Had a lot of it sitting around already lol. I'm just having a lot fun with this deck.
TITLE: This is the deck for people with short attention spans. This deck is fast, and brutal at what it does. Expect to curbstomp the opponent if they stumble early. STYLE: ALL-IN AGGRO
This is the deck I made for the GF out of her prerelease haul. She doesn't have the patience to put up with long games, and she loves to crush me like an ant. Hence, here is a deck that matches her playstyle perfectly.
Yes the deck is one dimensional. It's all-in aggro, where you will be swinging for the fences every turn. Battalion really hits hard, along with cheap support spells to really break the opponents back. Combine that with how many efficient offensive tools Boros has, and trying to stop this deck with control proves difficult. (thanks Boros Charm!) Against creature heavy builds, this deck has a ton of tools to prevent the opposition from blocking which allows for massive swings that will bring a smile to your face.
POWER PLAYS:
1) On Curve Battalion - Assuming you don't get stumped by a guildgate, T1 Elite into T2 Firefist into T3 Legionnaire = 7 damage and a good chance they can't block
2) Attended Knight + Righteous Charge - This makes for 7 damage off a single creature, that also feeds Battalion
3) Firefist Striker + Mugging - 8 maindeck spells that prevent the opponent from stopping your army, even if they have blockers.
nice list shinbatsu, is there anything to replace Boros Charm($5 in my LGS) and Firemane Avenger($7) in the main list? It's too expensive for me now and i wanna try this list, but i can't buy the Charm and the Avenger.
@shinbatsu: My LGS here sells Boros Charms for between $3-$5 each too ( I think it's closer to $3 atm). Can't remember what they sell the Avenger for off the top of my head.
