The Core Set will always have 10 dual lands.
The question, however, is which ones.
For 11th, it'll be the painlands (as you mentioned) or the shocklands from Ravnica (Hallowed Fountain, etc). I'm more inclined to expect the shocks, but it's anyone's guess.

i doubt it will be shocklands cuz those are clearly more powerful than pains.

The shocklands were given generic names so that they could be reprinted in future sets. I mean, saying that a card is too powerful for a Core Set is generally absurd when you consider that they printed Treetop Village in Xth.

Not a problem, man.
Picking up a set of Yavimaya Coasts isn't ever a bad idea, though, even IF the shocklands are in 11th. The simple fact is, at some point we'll see the ten painlands back in the Core Set, so you needn't be too concerned about throwing money away.

If they don't put painlands in 11th then they'll have something else in there to make up for it. Maybe even the Lorwyn/Shadowmoor duals (I hope not). But MAYBE if they put shocklands in there, then those would probably cost a bit more than painlands would.

He was also right about the names for the shocklands. Not one of the names was place-specific to any particular plane of the Multiverse.

As a matter of fact, the allied colored painlands have been in every base set from Fifth Edition through Xth, with the lone exception of 8th.

On names of Ravnica duals: Generic names here are not an indication that they're going into a base set. They don't care about setting-specific names in base sets. See, for example, Llanowar Wastes and Yavimaya Coast. The reason that they were given generic names is so they could be freely used in a future expansion set. I can't find the specific article, but they had at one point considered using the original pain lands in Ravnica, but then realized that they couldn't because the names didn't fit in the Ravnica world and they didn't want to do a functional reprint with a different name for such powerful cards. To avoid this pitfall going forward they made a better effort to give powerful utility cards more generic names.
Note that this doesn't mean that they won't put them in 11th. It's just that I've heard this reasoning before and it's slightly off. If they didn't put anything with setting-specific names in base sets, base sets would be pretty skinny.
To the original poster: Even if they don't reprint Yavimaya Coast in 11th, it's still going to be in standard for an entire year. Surely you can get enough play in with it in that time to make it worthwhile. And if it isn't in 11th, it's bound to be back sooner or later. As Magic cards go, lands are usually a pretty good investment. You're going to want them sooner or later.

Shocklands in 11th seems about right. You have to remember, in a lot of cases, they aren't much different, in some cases (only a few), worse than painlands. I'm guessing that with the emphasis on colors lately, they were a bad idea for 10th, as it would be like the old Ravnica days, of 4-5 color control decks dominating the metagame.
I'm sure that once 11th comes out, most of the decks that will need them won't be more than 2 colors.
As for buying Coasts, you should generally try and get a playset of every land when you get the chance. Almost every dual (shocklands, dual lands, painlands) will be decked at some point or another.
Reprinting the shocklands would be very cool and not surprising. I say this largely on account of the [SHA] 'basic type matters' cards (especially Safewright Quest, sadly Yavimaya Dryad and Hunting Wilds will be gone). I'd say it's actually more likely than them reprinting painlands, but that could just be my brain gremlins speaking.

I would say the chances would be nearly microscopic to see either of the latter types of land you mentioned. The only time the taplands were reprinted was 8th Edition and look at the whining that developed over that. I don't think it is likely to see anything outside of the rare slot in base sets that produce colored mana. That means the shocklands or the painlands. There has been some discussion regarding the possibility of reprinting the Fetchlands in a base set and that could be something Wizards is thinking over, as well. It is still over a year away until Xth leaves and 11th takes over. Lots of time to speculate, though.:p

9th did actually have all ten painlands, but that was considered a pretty big deal at the time. No set before that had enemy colored duals since the true duals in Revised.
So there's a lot of precedent for only five duals in a core set. Still, Wizards also needs to get people to want to buy packs of the core set. With 9th the full set of painlands was a big draw. With 10th we got black borders on a lot of cards that hadn't seen them in a long time. Ten shock lands in 11th would definitely be a way to move some packs.
