That's really hard...I'd either say City of Brass, or Warhammer. Leaning on Warhammer, because while it doesn't require you to commit like the City, it tends to just win games, unlike the City.
Warhammer. City has a much better chance of coming around again because first picks are kind hard to tell if you are gonna need fixing or not. Colorless beatsticks (literally!) are massive!

While I think Warhammer is the textbook flexible (and great) pick here (followed closely by CoB, depending on your inclinations), I personally would go out on a limb here and take Chandra. Huge house in cube limited, cuts off all the good red out of this pack to start early signaling.
Plus, not taking one of the other is no great loss, and she's generally a card that makes the main 40 if I'm in red...
...Really just playing devil's advocate here for a different perspective - I think 90% of the time you windmill slam the warhammer to avoid a commitment and play a bomb.
Hmm, Warhammer or Damnation...Hard to say which is stronger. Warhammer is plain nuts, but it is equipment and thus means you need quite a bit of creatures.
Damnation is a Wrath! You can't go wrong with a Wrath of God.
I think I would take Damnation here. Black is a strong colourand (almost) every Black deck can use Damnation.
Edit: We always draft Rochester here so that changes the logic slightly. In a regular draft the Warhammer has the advantage of keeping your options a bit more open until you see what comes through.
I'd also pick Hammer. CoB isn't a card that i'd want to pick P1P1 as there are many decks where i wouldn't want to play it. Warhammer OTOH makes the deck always and is always great.

What decks would CoB not be an auto include for? I'm wondering if this is something that varies from cube to cube depending on speed. I can see how CoB gets much worse in a longer game. Similarly, Warhammer can be a bit slow in some of our games, certainly if you want to play it and equip it in the same turn.
