Lightning Tendrils is not Searing Blaze at all. It's much easier to have a mountain and a swamp in play to cast this spell than it is to play a land (especially in the late game). And not only that but Lightning Tendrils will always be an instant, while Searing Blaze has to be played at sorcery speed before it's good. Not at all the same. Lightning Tendrils is almost strictly better. If it wasn't for being two colors, it would be. As it is, it's just better.
