Almost everyone I know that played Magic at that time LOVED Time Spiral, so I am always a bit dubious about the claim that it wasn't popular.
Seriously. I can say without sinking into hyperbole that I have not had anyone complain to me about TS block since the initial panic over what was happening with the purple 4th rarity and a small debate over the aesthetic appeal of the future-shifted frame.

i've always been a fan of time spiral too, but i would be quite surprised if they deliberately lied about the set and avoided replicating elements of it that helped them make a good profit. that just doesn't make any sense at all.

Yes, most long time Magic players loved Time Spiral, because they got full value of the nostalgia effect. However, the shorter the time someone was playing the game, the more confusion the set created. All those complicated cards and dozens of keywords overwhelmed newer players.
Most of us know mostly people who liked the set, because we are long time players that are heavily invested in the game (to build a good cube, you really have to know all the sets) and we tend to speak to and play with players of a similar level, I suppose. If we would have asked the random kid that just opened his two Time Spiral boosters instead of our friends or regular players at the draft table, I am sure that we would have gotten a more negative answer.
And MaRo didn't say that the set was a failure. It just was one of the least popular sets of the last years.
I really like the UR mana drain. That guild still needs another good card or two. However, I am pretty sure that if Wizards would print it in a standard legal set, it would only give you a single red mana. Two additional mana is quite a jump. If they would print it as a new card in one of the new multiplayer products (like Planechase II), double red could be possible, since the cost of the spell would be too restrictive to make it a true eternal powerhouse.

I didn't want anything that was strictly better than a card that is already seeing cube play. I mean, I would obviously definitely play that (I think everyone would), but it's just making City of Brass better.
Would you guys play this in your cube?

But you get the life loss every time. I think if we changed it to 3 life instead of 2 with no option to ETB tapped it wouldn't be cubed.
Except it would..because it's a 5 color fetchable land.
That's still outstandingly broken.

Your card doesn't work as intended because it is granted the ability to tap for all colors of mana by its land typing.

If you want it to have basic land types you need to have the clause from city which triggers on it being tapped since it can automatically tap for any color of mana with said land types.
And, it is still broken as all hell for normal magic with wild nacatl and the domain burn. Since that is apparently the metric we use to measure cards around here I'll go ahead and say it's not gonna get printed like that.
