I'm in the process of building a 540 card cube and was wondering if 46 of each basic, and 4 wastes would be enough? The only cards that really use the wastes would be: Thought-Knot Seer, Reality Smasher, and Eldrazi Displacer.
I used to carry 30 of each, and was one Plains short at an 8 person draft once. Now I carry 35, and it's been fine. We usually don't have 8 folks, though.

30 has been fine for me as well. If you play an abnormally low number of non-basic lands you might consider a couple more.
Of course you can't really go wrong carrying too many.
Depends on drafters. I drafted this last weekend with 7 people, and most were very new to the process. Even though I told them there are plenty of lands to draft in the boosters they passed them up and almost ran me out of forests!
If you had an 8 man draft with each player having 15 basics in each deck, that would be 120 basics. Considering how many nonbasics most cube decks get, you'll almost end up using less in each draft.

You could sleeve up 20-30 of each type and be fine. My basic box has about that many + a number of unsleeved ones incase something crazy happens or people need to find unique symbols for symbol status.
