Like I said above, the number of "unpowered" voters is actually identical - 4 each year. They just are proportionally higher (4 in 32 against 4 in 21) at the moment, and will most likely stay higher. And even then, the only reason Jace TMS didn't snatch the second place in 2014 was for his own no-votes.
I don't follow the reasoning of "if I don't run it, I won't vote on it" in my own votes (it's 'cube power rankings' not 'cube most played'; my own cube is unpowered and kinda budget-ish, but I'm still voting on what I'd first pick in any draft), but I'm not here to exclude people that didn't vote this way or like that.
Also, I'll ask for further discussion on this topic to be held at the project's Main thread, please.
It's not about influencing cube managers. These results don't mean anything to the way I manage my cube at all. This information is for new drafters, and they can be influenced by the rankings here, since they're specifically reviewing this for that purpose.
Even if you play an unpowered cube, your card evaluation skills should be up to being able to identify that drawing 3 cards for one blue mana is good. Or that taking an extra turn for 2 mana is pretty good too.
I mean, people can (and should) vote for whatever they want, and whatever they're comfortable with. I guess I'm just surprised with how many people are uncomfortable with voting for Ancestral and Walk. Even if you don't cube them yourself, they're pretty easy to evaluate and understand.

If we consider the un-cards, Magical Hacker is more than likely to be the best blue creature in the whole cube. Or he's at least Top 3 in worst case. He makes your Planeswalker ultimate by plusing them so easily. For having tested it before, he's completly unfair when he connects and I ended up cutting it for that reason. He's just brings something that is not Magic.

- I never played with neither Ancestral Recall nor Time Walk, but I have no doubt that those are the two best blue cards, so I rank them anyway.
- True-Name Nemesis should be on the list, but I never played with or against it, so I don't know where to put it, so I left it out.
- Blue is truly full of amazing cards. There are so many that deserve being mentioned, but there is just not enough place on the list.

When he's on, he's the best blue creature, but you can't just jam him into every deck or play him onto every board. You have to consider consistency when evaluating the creatures too, and the bust potential of Magical Hacker can't be ignored. ("Bust" being it's a card that sits in your hand/sideboard/dies to everything, whereas the other cards in contention for best would be played in those situations.)
