In my cube, Bant is the best color-field to be in for a midrange aggressive deck. I think I'm going to cut Finest Hour since I'd almost always rather have a creature... not sure though
Rhox War Monk is fairly mediocre, considering that its actual cost is closer to four mana (and no one is jumping to run Seraph of Dawn or Brion Stoutarm or Cliffrunner Behemoth), as is Finest hour. Rafiq is clearly the top. If you are going to run another card, at least Archangel is unique, powerful, and fun. I think I'd run it over the charm.
Rafiq is clearly better than any of the other options. If you run Natural Order or enough reanimation support, the Angel would be interesting. But the Charm is probably the more useful of the two on its own.
Asking out a girl is like trying to cast a first turn Necropotence. Sometimes the other player will have the Force of Will to say no. You shouldn't let that stop you from trying it.

But yeah, Rhox War Monk and Bant Charm are both better than Finest Hour.
