The argument I always hear from pros in cube videos is that it doesn't really stop opponents for long enough, but how long do you really need? If I can set my board up to take advantage of tangle wire for 1-3 turns and cast cube spells while my opponent taps out, that's probably bad news for my opponent. It's like a colorless time walk that can last over turns.
Daretti has also helped out tangle wire. Having the redundancy for the goblin welder deck is huge, now that deck has a number of ways to reliably chain tangle wire back and forth for a soft/hard lock.

Tangle Wire is a card that often wheels in my cube drafts, and I'm happy to take it, whether for aggro or the Goblin Welder / Tezzeret decks.

Yeah, that. In fatc, MTGO is so bad at supporting aggro in other color than red and white that Tangel Wire becomes quite bad in almost any iteration of their cube lists. It's still insane in a well supported aggro environment though. I like it in non-red shells because it provides an interesting tool for other colors to close out games before midgame.
It's particularly potent in aggro decks that are light on other disruption effects, and they will happily slot-in Wire to shore up that lack of disruptive elements. It can win games for you when resolved in advantageous board-states; similar to a colorless Nether Void kind of effect.

My group used to let Tangle Wire wheel a lot. Then I made a point of taking it aggressively, drafting decks that were good with it, and smashing face. It almost never wheels now.

Still sees plenty of plays in our aggro decks, This+Winter Orb are basically colorless Armageddon-lites for less mana. Decks still clamor for the card, even without any cute welder or artifact synergies. I don't think I've seen our playgroup using it in non-aggro decks in a while, so I suppose that's a change, but it's still great in all the aggro and midrange decks as one of the best pieces of disruption available, and it being colorless allows for playability in any aggressive color combo.
Still sees lots of play in our aggressive decks. It's pretty much lights out if you're a couple creatures ahead and they have less than 4 permanents out.
Our experience mirrors the last few posts. The inherent asymmetry of Tangle Wire and the slowing effect is a strong way to follow up a 1 and 2 drop opening for aggro, especially on the play. It's also a very safe early pick if you're thinking about going into aggro.
