That does me think that I'm really glad we're getting multiple cubeworthy charms - versatile cards like charms/commands are some of my favorite cards in general and it's nice to have cards like Izzet/Boros/Dimir/Simic Charm acting as a scalpel, along with more blunt force cards like Rakdos Cackler from this block.
I want another Rakdos Cackler variant in one of the 3 combinations in GTC that would really want it. At least 1 great versatile 1-drop would make this whole set for me.
When I see Healing Salve, I'm often like "Oh girl, I wish I could turn every card into this." Thanks they removed the gain life part, otherwise this would have been broken.
As for Dimir Charm, it's been testing great so far. It kills over half the cube creatures, counters tons of powerful spells, screws up your opponent's topdecks and Tutor draws, can increase your card quality when you need to dig, and is great after Brainstorm effects to load up your graveyard and/or take out the trash. Even between the removal and counter modes, it should be valuable against about 10 cards in each deck you face.
How would you compare it to Tar Pit, Tog, and Shadowmage? I pass on this initially because it doesn't look as strong as those 3 cards. But if enough people say this tests well, I might be interested.
Dimir has a few good options for a powered cube that supports the artifact archetype, but I don't run them in my unpowered 360. Psychatog has rarely impressed me. After those options the charm seems like my best bet.

It's not as good as those three cards. Not at all.
Off the top of my head, there are at least 6 U/B cards I would include before considering Dimir Charm.
I can think of 4. And that includes Tezz, which is great for cubes that support the artifact.dec. But beyond that, the Charm is comparable to or better than the rest of the options.
I'll be testing this Charm out over Recoil, but I don't see this being better in most cases. I just think the sum of the parts on the weaker charms makes up for the mediocre abilities. I definitely think the Charm is better than Psychatog, but that's not saying much.
