Funny, that's actually the opposite of how I draft it, but with a similar mindset. I will pick it up if I am already in a deck that plays cards that are good with it. I think there are so many more powerful "build around me" cards that I have trouble taking this early over many things.

I do a lot of winston drafting, so it's a choice I can make without much of a draw back early in a draft.
I've found modal cards (like w/w/w/w/w and fire/ice) are what make the scepter great. Plus they didn't make it too unfun, like a countspell on a stick.
So do the GTC charms make it worth giving the stick another shot?
At 480 and 5 per guild I plan to play Boros, Dimir, and Simic charms, along with Izzet from RTR (currently testing selesnya, but I don't think it will stay) .
There is the possibility of getting 2 for 1ed. But I'd usually drop the stick turn 4 as I would hopefully have something else to do on turn 2.
I do agree more removal is making it less playable. But playing it later should only make it a 1 for 1 if they have that artifact removal.
IMO for now; the scepter's cubability depends on your typical draft size. If my normal draft size was 8 I think I'd cube it. Someone should be able to abuse it there.
My typical group is 4 so it was marginal because people aren't getting enough to imprint on it. I am going to test it again with the charms and see how it goes. Really hoping I can keep it.
My cube only has 35/450 targets and they're not all great on scepter. I think the artifact alone is sweet but it typically shines best with counterspells where it can be VERY unfun to play against (which means it's really fun to play).
I recently cut it. It was my last true "pet card" in my 450 powered list. I hated to see it go, because it gave us some good stories over the years. I don't mind the "feel bad" games, since there are much worse things that can happen in Cube. (Mind Twist, Plow Under, etc.) I think its time is long past, but if I were playing someone else's Cube, I'd draft it in a heartbeat.
There's been a lot of great 2-cmc instants that have been printed recently that has made me think of Isochron Scepter again. Over the past couple years we've gotten the following:
Isochron Scepter is a nice build around for control (which is hard to come-by these days) that doesn't require going too out of your way to support. Most cubes can just go with what they have, and the stuff they would want to add really aren't parasitic at all unless you want to go all the way with things like Orim's Chant / Silence / Fog effects / etc. It's still one of those cards that you need to pick early or else nobody will probably pick it, but there's a lot of attraction these days to being able to add a single card to your cube to enable a new subtheme / ways to bolster control decks.
