I can see this guy performing well being a 4/4 for 4 that can turn extra mana into relevant threats.
He is on par with any converted mana cost to play and being simply a 4/4 hits most cube targets and puts a lot of pressure on opponents. (or equal is HUGE in terms of powerlevel imo)
This creature is great every step of the curve, and the ability gives you limited reanimation. By the time it hits play, the creatures in your graveyard will probably have leas than or equal power. Problem though is you have to dig through non creature cards like fetchlands and spells. This may become a non-bo with your flashback spells, but surely not a big deal.
Rakdos slots are competitive, this may not make the cut. But personally I want to test this.

This is a sick two drop bear, but gets even nastier with counters on it. Flavour 10/10 as well. This looks just fantastic as an aggro mana outlet who is a decent size on its own.
Yeah, so I check the spoilers first thing when I wake up for work, on my phone in bed... I originally misread it as a 0/0, and most XCD creatures are. I thought that it was an awesome card but dismissed it instantly for cube, as a 2/2 for 4. Was surprised to see a thread, until I read that it's base 2/2. Man, it's good. I am going to play this in my Rakdos 3 without a shadow of a doubt. I think you should hit on its ability around 40% of the time in an aggro deck, and it can put all sorts of nonsense straight into play including several 4-5 CMC drops in midrange, even when run out as the base 2/2.
Even as a 2/2 for BR I think this is already pretty ok for most Rakdos decks. Add the fact that he has two relevant creature (well, maybe one) and those added abilities and you've got a pretty solid card.

I am so glad I am have moved to a 4th guild slot in my 450. This card could be crap but I desperately want to play it. On first read I thought the creature had to have power equal or less than the counters, not Genzo himself. Oh man this guy is flavor cool, and might actually be powerful enough. Goodbye Spike Jester, you were are a perfectly serviceable card that no one seemed to care about.
And with some equipment or other power pumping, I am not sure I want to even try to cast cards from my hand, just blow it all on this guy.
All of the crazy cards in red and black that have low power this guy is great with. Squee, Imperial Recruiter, Reassembling Skeleton, Prophetic Flamespeaker, Muderous Redcap, Pyrewild Shaman, Seige Gang Commander etc and that is with no counters at all.
BR reanimator is really going to become a thing, huh? Bless you wizards. What a strange, cool card concept. I hope it's not too slow, because I love the versatility here.
I want him even more for straight BR aggro! Even with 1-2 counters on him, you get an on-curve beater that can play pretty much every revealed creature he hits. Also, for midrange decks with tons of utility guys, he's awesome. I'm most excited for him in Wildfire builds, where he can resolve as a 5/5 on T5, curve right into a Wildfire, and have a cheap activation cost that you'll have just the right amount of mana leftover for post-Wildfire. Insane with Scrying effects of all kinds too. Magma Jet can set up a really nice play with this guy. Not to mention that he can potentially feed the 'yard for reanimator, and be stellar in Pox/Stax decks with cheap recursive creatures he can dump.
I'm not sure he's the most powerful Rakdos card, but he seems fun and should fit into a lot of decks. In addition to those above, a Jund deck with Life from the Loam and/or Crucible of Worlds sounds pretty sweet.
As a 4/4 or with equipment on, this will surely be a fun "at end of turn" mini game whenever you have a mana sink.
Hopefully this will be easy to acquire as it is a fun card that may bring memorable plays.
He's really good, although I'm not sure he breaks the top 3-4 cards in Rakdos, which has become a pretty tight guild in the top spots. Still, he's fun and powerful. Needs testing.

I just love playing this guy on turn 3 or 4, if you are just double activating him the next turn you hit over half the time. I love this guy when I am hellbent so much more than Blood Scrivner et al.
It's the sort of card where, even if it doesn't make top four of Rakdos on power level alone, still gets the nod on account of being interesting and tricksy. He could fit into a number of archetypes, offsetting the narrowness of his mana cost.
