Honestly I have almost no idea how to evaluate this card, so I thought you could help me out. Here are my initial thoughts:
With surge, this card feels like a scalable, instant speed Arc Lightning. 2R will get you 4 damage to 2 targets, which I think is about as good as Arc Lightning.
I think its playability heavily depends on how often it can be cast for the surge cost. Casting it after a 1CC cantrip in a UR control deck wouldn't be too bad?
I like this and as probably our best Surge burn card I gave it some thought. Unfortunately every scenario I ran found this a little too mana intensive or situational.
If I bolt or brainstrom I get double shock for 3 or double bolt for 4. If I am in grixis control or something I might be trying to hit two or three creatures at once otherwise we are going to the face with half of it, no way of sending it all there like Arc Lighting. It scales larger so it could be more like pyrotechnics. So the comparison for me is something like Searing Blaze, and that cards rules because of efficiency. Another comparison is with Earthquake and I am sure that even with Sorcery speed most people prefer that one.
I like Bonfire of the Damned Mizzum Mortars more than this, and neither of them will be in my cube in the next update. I don't think this is any better than some of the Fireball / Blaze variants either, easy pass.
All the downside of Bonfire of the Damned with a more difficult to obtain upside. Instant speed is nice I guess, but achieving Surge that way is no small task. Fireballs are a competitive slot.
I don't like it. Surge is going to play better when the cost is low. This is an effect you're going to want to spend a lot on which goes against casting it after something else. You'd need 6 mana and a one drop in your hand to do 4 damage to two targets. That's certainly solid, but it's also the best this will ever be.
I'm not sure I want to run this, but Surge does seem to be worth it here. Playing a random one drop is okay to enable it, not to mention for powered cubes you can even gain mana while playing a spell (Moxen, Mana Vault, etc..). The ceiling for this card is pretty high. The floor however... If I open it, or it has a really low price, I might give it a try. It's also Instant..

For me I prefer my situational cards to have even more upside like Cone of Flame, Bonfire of the Damned, or Violent Eruption. And only bonfire is in my cube right now.
