I also think that the continued argument about many of these cards should make it pretty clear that "where best" is quite subjective, and too much so to be the actual rule for categorization per se.
I don't think "where best" when determining color identity/classification is subjective. I think you can objectively evaluate any card and classify it based on where it's intrinsically best, and not have it be even remotely subjective. The only thing you have to outline are the sections they can potentially go into, and the assumptions about whether you're classifying based off intrinsic identity or not.
I think where the subjective nature of the evaluation comes in is where you're trying to determine things "as played" ...because that can be a mixture of the two indisputable classifications (as printed & where best).
But the group voted to mix the two categories together, so that's what we'll continue to do.
