Oblivion Ring variant with flash and cycling ain't bad. Doesn't help that this is in a stacked slot, but this could be an interesting alternative to those who are running Faith's Fetters.
I'm not sure this is a Faith's Fetters replacement. Fetters can hit lands, which has become increasingly important. Also, in the decks that want Fetters, the lifegain is pretty valuable. Still, this card is good. I won't have room at 450, but I can see testing it in larger cubes.
This card seems really sick, but ever since I cut Faith's Fetters from my 360, I've been feeling enough of an impact with cheaper removal that I'm just not interested. Yet.
I understand why it had to cost 4, but damn that sucks. The cycling cost is so awesome though. 1 is so much less than 2 when it comes to cantrip effects. But I like fetter's better because of the life gain. It's just so valuable. That and hitting lands.
I'll definitely test this. Cycling is interesting on this card - it is cheap, but the card is one of the broadest, less-dead effects there are and is a risk to bin. I like it more than some of the O-Ring variants, but it is not as good as Banishing Light.
I don't think this gets there. I've already cut Utter End and Faith's Fetters because at the end of the day, 4 mana is just too much to pay for spot removal given the plethora of cheaper options available. Cycling (when's the last time you wished you could cycle your Oblivion Ring, anyway>) and instant speed really don't do anything to change that.
The cycling cost is so awesome though.
Agreed, that's the most exciting part of this card, and I hope we get more good cards with a one-mana cycling cost.

I think this is better than faith fetters and if it weren't for curve reasons (over saturation at 4) I think it's 98% as good as oring.
I can't stress enough how good 1 mana cycling is.
If you are desperate for land drops early in the game, only costing 1 mana vs 2 is a huge huge deal for tempo.
1 mana Cycling + flash is (barely) worth an extra mana imo.
Rogue makes a good point - I can't think of the last time I wanted to cycle my o-ring effect.
I really hope we get a disenchant for 3 with cycling 1. Probably not going to happen, but I'd almost certainly run that. There are definitely games when I want to cycle disenchant.
Cycling W is so much better than cycling 2, and flash plus splash ability is quite nice. The competition is rough, but I don't spect to make room somehow.

Cycling (for 1!) is great when you're looking for a land, but other than that I don't think I'd be cycling an o-ring effect very often. I'm not sure whether I like this more than Faith's Fetters and that card is already on the chopping block. Flash is neat, of course, but so is hitting manlands and gaing 4 life.
Seems good. The competition at the 4cc white noncreature slot is absurd, so it might not make it in, but it sure does look interesting. I think this is as good as, if not better than Faith's Fetters. But even with the flash, I think the 2W costed O-Rings are better. Flash + cycling sure is a nice set of upgrades though!
Definitely better than pacifism. Exiling the creature is just way better than removing it from combat. Flash is really good on an effect like this allowing you to hold up counter magic and make your decisions on your opponents turn. That being said, I would still rather have the 3cc compliment than this.

Just having an instant speed removal spell that can hit any nonland permanent is great, and gives another tool for Control decks without having to commit mana on their turn. The cycling is also relevant in certain situations, and has a very friendly cost of W. Though the 4-drop noncreature section in White is saturated, I still believe Cast Out is very competitive in that slot.

I still play this. It's still okay. Four mana is clunky, and I've only seen it cycled once or twice. I don't really wanna play functional reprints of Oblivion Ring, so I'm fine playing this. Instant speed is good, and this always has a target.
I cut this recently but it always performed well in my list. I was always pretty hesitant at 4 mana but that didn't stop others from mainboading it (60% mainboard on 35 drafts) and it was played in lots of good decks (65.29% win percentage on 121 games).
