If you split up the beginning phase you could still achieve a recurring lock if your opponent is tapped out but they would get their card for their turn. If they're not tapped out is the issue (mainly I guess they'd have to draw some removal spell for Clocknapper).
So I'm not totally sure but I can tell you that Clocknapper is easily a top 5 blue creature if you build around it. By comparison, Arcane Savant can do a few infinite combos by itself but you mostly have to run some rather narrow cards for that (eg Twinflame)
I been avoiding UST cards for a while, but my flicker archetype is a bit on life support and I'm unwilling to cut Shard etc.
I'm planning to give this guy a try to keep flicker in my cube for just a bit longer.

I think that will definitely help the flicker archetype. Flicker is one of the better performing archetypes here, and Clocknapper is glue that holds it together. Solitude was another boon for the archetype.
I can imagine - in a non-powered environment without Wildfire, durdle decks that have strong burn match-ups can really easily pull ahead.
