It depends on the deck. With big mana rocks to untap (and expensive things to cast with lots of mana) and clutch utility artifacts to snag, the original Tezz is better. Not to mention that his often overlooked ultimate triggers the turn after it resolves, so it can function as an on-board win for artifact-heavy draws. In other shells, new Tezz is better, because the abilities are useful in a wider range of board states.
I really like both a lot. If I could only play one, it would probably be the original Tezz because of how good it is in its respective deck, but new Tezz is the better generic blue card to be sure. Not to mention that there are some token decks he can shine in too.
I'm including this over OG Tezz because the artifact deck has way too much planeswalker support already. UB Tezz and RB Daretti are going nowhere. I'm actually cutting Daretti, Scrap Savant due to planeswalker saturation in this particular deck and to make some room in red. Because this Tezzeret goes into lots of blue decks rather than just one, I'm including it.

tezz feels like a generic walker that doesn't really fit an archetype? hows it doing in your cubes lately? blue has crazy amounts of strong walkers
He's great in the artifact deck, supports Opposition / Moat fairly well, and is decent as a generic good stuff walker as long as you have some mana rocks lying around. I underestimated Tezzeret at first glance, but it's put in work over the past year.
