Nobody made a thread for this card yet, and although it probably isn't going to be any good outside of possibly standard, it's still a cool and unique effect for a color that's historically pretty boring and lacks especially resilient and efficient ways to generate recurable value outside of utilizing its on-color 4cmc Planeswalkers. I guess this card effectively supports spells matter in red alongside Young Pyromancer, it could potentially fit into RDW if you've successfully packed enough burn to reanimate it once or twice, and it has the potential to do some pretty sweet work in goodstuff decks that utilize cheap looters and discard outlets to help bin this card and continue digging towards large quantities efficient spells as to cast this creature without having to pay it's mana cost. Such looters/discard outlets could include:
Generically its cost to bring back is just too high for too little effect. Decks that will want this card are going to be low on lands so you are talking about a very specific eequence of CMC cards on turn 5/6.
Too much work for not enough payoff, IMO. Chandra's Phoenix / Flamewake Phoenix / Rekindling Phoenix seem way better overall. A great cube stable phoenix has been on my want list forever, but this is far from it.
Even in my spells matters decks, 3 instants/sorceries in the same turn is a big ask. And the payoff isn't nearly good enough for how narrow that trigger will be in practice. And I'm a guy that loves my spells matters decks.

Dack Fayden, Heir of Falkenrath, Daretti, Scrap Savant, Oona's Prowler, Faithless Looting, Liliana of the Veil, Wheel of Fortune, Smuggler's Copter, Search for Azcanta, Bomat Courier, Jace Vryn's Prodigy/il-Kor/Cryptologist, Pack Rat, Survival of the Fittest, Balance, Forbid, Collective Brutality, Firestorm, Frantic Search, Fauna Shaman, or even the Odyssey creature-based discard outlets like Wild Mongrel and Psychatog and their many variants are a possibility .
