This isn't bad, but the difference between "draw one" and "draw two" is massive. I don't think this replaces Mulldrifter, but it could still find a home.
I am not suggesting this replaces Mulldrifter, just to be clear. A more apt comparison would have been "Blue Elvish Visionary with flying an +1 power for an additional mana."
How do we feel about this compared to, say, Kira? Or Nimble Obstructionist? Is the straightforward "draw a card" better than all those pesky words on the other fliers?
This kind of feels like blues version of Fire Imp, a somewhat unexciting but perfectly acceptable card that I ran forever with good success. Fire Imp ultimately got outclassed by the last 3 years of insane red 3 drops and, while I think this is a good bit better than Fire Imp, I wonder if it simply won't be able to hack it in my cube due to the competition. I really like the card and I would love to play with it, but I have no idea what I would cut.
How is this compared to sea gate oracle? Seems like this is in that realm. I like this in tempo, carrying a sword and what-not but I do like blocking in many of my blue deck. In fairness SGO dies to bolt and the new guy trades up better so maybe it is pretty close when not facing arc lighting.
I think it really comes down to the identity of your cube on this one. I think cubes trying to push tempo (or even blink) more run this, but those that favor traditional control are going to pass. I think this plays pretty well with Soulherder which inspired me to give blink another go, so I might actually try this over Kira which I've wanted to cut for a long while.
It's obviously no mulldrifter, but most cards aren't. I think seagate is a good comparison - it sees an extra card which is huge, and it's better at blocking x/1's, but it can't trade with x/2's and can't pressure opponents or PW's nearly as well as this guy. It's gonna come down to what your blue decks need - do they need another good blocker, or do they need a way to pressure opponents and especially their PW's?
If I was still running oracle, I think I'd swap this in to test, but since I'm not, I don't think this makes it.
Going to test this guy over Fettergeist. It is definitely unexciting but I think it will be better than Fettergeist (and hopefully more played in my group).
This card may seem boring, but it quietly supports blue aggro and skies better than Fettergeist ever did. Aggro decks can always use more gas, and stapling it on a decent body is a recipe for success. Imagine if this were red.
It also supports non-aggro decks, and is a sweet 23rd playable in any deck with islands. This is a card that could find a home in any cube, but it's also one that won't feel hard to cut when you wanna to try something shnazzier.
I think this is slightly better than Eldrazi Skyspawner, which is high praise. I think that card is underplayed (probably because most people don't support blue aggro).
I haven't run Kira for a few years at 540. With this set more than most in a while I'm finding that it isn't about the cards I'm adding but rather how much I want to get rid of the cards I'm cutting.
I would test this over Kira (like I am testing it over Fettergeist) but it could be more of an indictment on Kira instead of how good this card actually is.
I’ve been drafting with this card since its release and I love it. It’s been a key piece in supporting blue tempo decks and it even feels really good to cast in control. I’m never sad to see it in my hand, I would recommend giving it a try. I took out Kira and I haven’t looked back.
For perspective, I have a small unpowered cube that’s basically as close to a powered cube as I can get without the power 9 or moxes. I still run Sol Ring and Skull Clamp for example.

You basically get to play Mulldrifter for it's evoke cost, draw one less card, and keep the body. Lets discuss!
I feel like Fblthp is looking up in the sky at this like "Come on, guys, really?"

The worst blue creature I run at 360 is either Baral, Chief of Compliance or Pestermite, but those are absolutely key cards for Storm and Kiki-Twin respectively. Beyond that, the next worst are Phantasmal Image, Mulldrifter and Vendilion Clique, all of which I think are better than this card.

When Kira is good, though, she is back breaking.
