This is a tough card to evaluate, but looking at Hellrider is helpful to see why this probably falls short.
Hellrider is a great topdeck, provides reach to red decks by making damage contingent only on your creatures attacking, and has a manageable 2RR cost. This card in topdeck mode is a vanilla 4/4 without haste. Granted he's a vanilla 4/4 that adds value to every single burn spell you draw and that isn't nothing. Torbran's damage is contingent upon connecting and being able to go wider than your opponent--something red often does, but this isn't assured. Lastly, the mana cost is a real burden to drafting and playing this card. I like this but I don't think it will crack my list unless I start hearing reports of this blowing people out of the water....
Red already has the ability to kill on turn 4 with curvetoppers not forcing you into mono red. Hellrider variants not only more versatile, but are more explosive post-sweeper. Also, I don't think this is any better than any other mono red type cards like Fireblast / Blistering Firecat.

Turns your bolts in 5 damage a piece, turns Forked Bolt into double Chain Lightning.
Triple Red is tough but it's a pretty good aggro topper.
