Forget Castle Vantress...this is the best mono-blue land of the set. (Even if it's still not good enough for most standard cubes)
Mystic Sanctuary

Mystic Sanctuary etb tapped unless you control three or more other Islands.
When Mystic Sanctuary enters the battlefield untapped, you may return target instant or sorcery from your graveyard to the top of your library.
Obviously three islands is a high bar to entry so this would probably only cut it in blue-heavy deck builds (the kind of decks that are going to run (Cryptic Command and Vedalken Shackles). That said....this is fetchable because it has the island type. It enables miracles/Kefnet. It puts a counter or other critical spell on top of your deck in a color that shouldn't struggle to draw it. On the whole, I don't think this is awesome, but I think its better than Castle Vantress, a must include for pauper, and maybe good enough for large cube lists.
Time Walk loops with Meloku are cool, but I don't think I'm in the market for this. Blue is way too tight. I was really hoping there wouldn't be any good blue cards this set, but now we have the bounce faerie.
