So, you will always meet the companion requirements for this in cube, so it will always start in your "hand" (sidebaord, but castable from there). Is a guaranteed 3/2 flash with ETB fork for 3 good enough when you know you'll always have it? I'm tempted to say it is.
Edit - not cube related, but it's preemptively banned in commander. That should keep the price down.

Yeah, on further reflection this feels like a slam dunk for all but the tightest lists. It would never make it on the card alone, but always starting with it in your hand is so good. It's great in mono-red, great in izzet, and pretty good in mono-blue too (only pretty good cause it doesn't do much with counterspells, but you can always just cast it as a 3/2 as well if your opponent passes without playing anything).
I think I like it in powered lists, but I'm not too excited for it in unpowered. It reminds me too much of Dualcaster Mage. However, hybrid mana is great at helping cards find homes in drafts, and companion helps, as well. But I'm not exactly wowed at 3cmc. Ancestral Recall and Timewalk may make it more of a consideration for anyone with a powered list, though.
Yeah, I can't see this not being an auto-include. Without companion, it would be on the outside looking in, but it's just always in your opening hand, which is an extremely strong ability.

You had to include dualcaster in your deck. You always get this card in your starting hand as an 8th card. That's an insane upgrade (not to mention the mana cost being strictly better than dualcaster's). Even if you just copy a bolt with it it's great.
It is worth noting that it's not a strict upgrade to Dualcaster Mage, since you can only copy your own spells with Lutri, while Dualcaster Mage lets you copy your opponent's. This card still feels better because of the "being a free card in hand", but it's not an apples to apples comparison.

The rules committee doesn't like cards that are that mandatory (but all the insane colorless mana rocks are legal, so who knows).
Frankly, all I care about is that it will make it so I can buy one if I don't open it.

I think you're vastly underestimating how powerful a card is you don't have to draw or even give a slot in your deck. It's simply all upside.
Yeah this is a 360 powered cube staple. I can only see excluding it if you don't like how it doesn't feel like a magic card or it's too powerful. Starting with an 8-card hand is absolutely ridiculous.
It's always castable from outside the game too. Can't even be stripped from your hand or anything. Simply free card advantage; in the form of both the free body and whatever you might generate off your copied spell. In multiple colors. It's a stone-cold broken staple.

I don't like the design. Reminds me or Arcane Savant in that it's just not a design I like and the powerlevel is so high that I can exclude it and will be better for it.

It's even possible that none of the other cards with companion will actually be cubeable. Which could be a good thing, as too many good companion cards might be a reason for some cubers to ban the mechanism entirely.
I'm a bit annoyed that the companion ability doesn't have reminder text for the 'can be cast from the sideboard if condition applies' part though. Seems an important detail to leave off the card.

The full art doesn't have reminder text, but I think all the regular printings do.
I think cubes that think 3/3 elk's are broken, will not want this, for cubes that want to play Oko, Thief of Crowns, they will also to play this. I find the more cards we get that are similar in power level to P9 the better the high powered cubes play and the better they draft.
I am not saying it's not busted, because it is, but it does have some interesting choices for the player with the card and the opposing player. For example, instead of using thoughtseize on turn 1, casting it on turn 3, and taking away whatever 1 drop they had been holding onto might be a better play. this can then put the opponent in a spot where they didn't use whatever 1 mana spell on turn 1, but now they don't really want to run this out as a 3/2 creature, and so they need to decide to just play it as a creature, or try and get more value out of it.
as far as counter magic goes, if a player plays bolt, and then in response to their bolt casts Lutri, you can still counter the bolt, and if I understand correctly, this won't have a target when it enters the battlefield effectivly negating it. While not great, since they started out with 8 cards in hand, you are still negating there 4 mana spent with your counterspell (granted, cubes that don't run 2 mana counterspells won't be interested in this card.
