I like this card. It's a decent beater in spells matters decks on its own, but it has some insane Squee, Goblin Nabob-esque synergy with all the discard in the cube. And there's a lot of discard triggers to exploit with Riella!
@cubbeoddity on Twitter pointed out that this is an Enigma Drake that exchanges flying for card draw. It's a build-around synergy ability that can become truly broken, and I think it's 100% worth exploring.

Edit: This also protects you from your opponent's discard effects, which is a nice added bonus.
I want to include this card so bad, but I just don't want to cut an Izzet card. It's close enough that a keyword ability or a 4th point of toughness would make me test it. As is, I'm just not sure there's a card I'm willing to cut.
At minimum this is worth testing. As an archetype-specific multicolored card it will probably end up in SBs a lot, but it obviously seems great for the UR gy-shenanigans deck.

If I wasn't already including the otter, I'd consider this, but carving out two guild slots at the same time feels too steep. Keeping an eye on it, though. If the otter proves to be unfun, then I can swap this in.
I like this card a lot. Izzet is soooo stacked though. I'll get a copy to rotate in, or maybe I'll just call it my Jeskai card since it's so good in UWR spells matter.
Seems like a fun spells matter payoff card. if you have it early in the game you can use the card draw to keep it growing while improving your hand. Lategame, it comes down as a really big threat.
Finding a cut will be hard. I usually only run 3 colors per guild, but I am fine bumping a guild up to 4 as long as 1 of the cards is a hybrid card. In GW I have 5 cards with 3 of them being hybrids so I could try that same idea in izzet, The real problem will be this, Dack Fayden, Saheeli, and the Otter are all 3 mana cards which is sort of a bumber when it comes to the curve.
Does this trigger at the end of your turn if you have more than 7 cards in your hand? I think it would and then you would redraw than number of cards and then discard down to 7? so in weird games where you can get your hand full you can really scope the hand that you want to have

I think you are correct.
Discarding down to 7 is done in the cleanup step.
Rielle triggers, you draw back to your hand size you had before the discard down to 7.
Another cleanup step happens (because something triggered in the cleanup step).
You discard down to 7 again.
Rielle does not trigger again (fortunately).
The turn ends.
EDIT: About the card: I want to like Rielle. There are really a lot of possible interactions. But I am not sure due to missing evasion. I imagine her in decks that really value evasive threats.
I saw her and thought she was certainly of the right powerlevel, but thought she's too durdly and my UR will be all three-drops once Otter comes out already. Then again, I think I'm still running Izzet charm so...I should be able to make room?
Honestly, the more I think about it, the more I think this card is just worse than Squee, Goblin Nabob. You have to be able to cast it to get the value. You can't get the value early (e.g. turn 1 faithless looting, turn 3 dack, turn 2 collective brutality, etc.). And, to top that all off, you lose your engine to any piece of interaction, where Squee is incredibly resilient.
I think it's a flashy squee that looks like you can get more value and that it can be a win-con. But I expect decks that abuse this card would rather have Squee. Just a hunch, but I no longer plan on testing it.

Ehhh, but squee never really impacts the board and has a set ceiling on it's value - you get 1 extra card a turn.
This with stuff like frantic search, compulsive research, thirst, WHEEL(!!), etc is where the real value is. Then with your grip full of cards you can probably clear the way for your 5/3 to get through.
Although, I've never liked Squee, so that's probably coloring my opinion.
I LOVE Squee ...and I think this card is likely better. The ceiling on this card is nutz. And being able to discard cards you want in your graveyard and being able to draw additional non-Squee cards are huge advantages. Squee is a more reliable method of mitigating discard-based drawbacks, if that's your sole objective with the card. If you're trying to set up busted and more meaningful interactions, this card is much better. It has its flaws compared to squee, but being a legitimate card to have on the board and having an absurd ceiling make up for it, IMO.
I don't think this card is a staple, and I don't think it should be cracking tiny sections. But I do think that large cubes might have to room to test it, and I think there are some insane interactions to be explored.

It turns every loot into draw + rummage. It turns ever rummage into discard + draw 2. It turns cards like Dack Fayden and Faithless Looting into card advantage engines. And when we start looking at cards like Forbid, Wheel of Fortune, Memory Jar, Lion's Eye Diamond and FIRESTORM ...wow. Balance looks fun! Bomat Courier & Chandra Flamecaller have huge synergy. I'm gonna have fun finding interactions all over the place...

I think you are correct.
