Legendary Man-'o-War that can hit planeswalkers and randomly draw you a card at times. 1UU isn't as desirable as 2U, but far from a dealbreaker. I'm always down for more Karakas shenanigans. Slam dunk for me.
This might be the first card from this set that will find a lace in my cube.
I think between targeting planeswalkers, the ability going from a must to a may, and Karakas interactions are worth the blue pip in the casting cost. It might see play in fewer decks, but one thing I have generally noticed in my cube, is that it can actually be hard to draft a heavy blue cube because 1/2 the players at the table are either in blue or splashing it
I wouldn't mind being able to keep this and Man-o'-War in my cube along with Brazen Borrower to push a blue tempo theme a bit, but I don't think I can really cut anything else for this right now.
Man-o'-War is the last single-pip blue 3-drop in my cube, but this looks just so much better I might end up having to make the swap. I hate having so many 1UU cards though.
Unfortunately I don't think I have much to account for the second block of text as being anything more than flavor text, but the occasional draw from bouncing your own thing once with him is nice.

That probably depends on the cube. A cube with lots of creature-based combos will want the instant speed of Borrower. A cube with lots of midrangey Planeswalker-heavy strategies will prefer Barrin.

Great card is great, but blue 3 creatures are stacked. Especially considering noncreatures take up far more of blue than any other color.

Maybe Cryptic Command? BBB is really hard to cast in my opnion, and in small cubes i find mystic confluence is usually good enough in that general cube slot? Could also cut a colorless card > run Phyrexian metamorph instead of stunt double as a few options.
Agreed that this slot is among the most stacked slots in cube, but think it's still good enough...
I've long felt that man-o-war was right on the fringe of playability in the current world, but these small advantages over man-o-war are enough to make the difference for me to test.

As such, I don't think this cracks my 360 list, especially since I need Pestermite for twin support, but I would probably play this at 450+ and definitely play it at 540+. Barrin will probably end up at a similar power level to Sower of Temptation.
If you're still playing Man-o'-war, this is an easy swap.

I still think Chasm Skulker would push Nadir Kraken off the list by being mostly better, Spellseeker is pretty good too.

I'd cut Sea Gate Oracle. Barrin sounds good! the Second U will occasionally be relevant i think, but Barrin plays well in tempo decks and Crystal Shard grindy games. Including somewhere!

Definitely think this is better than Whirler Rogue. Other blue creatures in your cube I think this is probably bettter than are Spellskite, Fae of Wishes, Meloku the Clouded Mirror, Sea-Dasher Octopus, Morphling, Arcane Artisan and Man-o'-War.
I think this is probably the #4 3-drop blue creature after True-Name Nemesis, Vendilion Clique and Brazen Borrower.
