I am slam dunking this into 360. I just added Rielle, the Everwise and loving it and I think this deck adds some sweet interactions there but also strong applications in general.
Not the most powerful card, but I feel like it is better than a lot of other Planeswalkers in blue.

Hmmmph....seems I was taken in by a very well-designed fake. This card, I'm a bit less excited over, but I still think it's up there with the top 4-5 blue walkers. Not sure where it fits just yet.
Actually, as I think about this more, maybe it won't make it? I think I got taken in by the getting to activate it twice each set of turns, but none of the individual abilities are that good, it's really bad against more than 1 attacker, and blue's 4's are pretty stacked. Like, do I want this more than architect of thought? Or creature venser? I'm not sure I do. Architect of thought does a much better job protecting himself and is actual card advantage and better card selection.
I mean, I think Dack Fayden would still be a great cube card if you replaced the steal the artifact with the instant speed phase out. Add a mana, remove a color. I'll be slamming this into my list. Don't think it's a top 25% cube caard by any means, but I do think it should make most 450+ lists.
Interesting card. to protect itself you need to draw on your turn then phase on the opponents turn leaving him at only 1 loyalty and hoping they dont have any other creatures. Or you can loot twice and be at 5 but if they have multiple creature you might still be hooped.
Something else to consider is that an early powered out Teferi is going to go up pretty quick. No, it doesn't protect itself as well as something like Architect of Thought but he also just does different things. Turn 2 is kind of nuts with him in a powered list and 1 is even nuttier.
He can fit into Reanimator decks, artifact decks, etc. The double loot and pip to 5 early on can set up for takeover plays.
After recently adding Rielle, the Everwise and Narset, Parter of Veils - this excites me a lot for breathing some new life into blue decks in Cube. I don't even think I would mind slotting this into a U aggro deck as a means to push around creatures that may otherwise wall you. It is a good follow up to creatures like Geist of Saint Traft or other early aggressive drops you want to sneak in with.
I like that Teferi, Master of Time can really help round out some strategies while not being so inherently powerful that he is a snap early pick. Solid support card.

I think this is a strange card, but interesting enough. I think how much mileage you get will depend on how much you specifically like looting. If you rely on mechanics that trigger on draw/discard, or you support spells in GY, or just want more fuel for delve or reanimator, he seems useful. Will try to find room.
My gut tells me the 4 mana, 3 loyalty, defense is a -3 thing is going to be a problem. I think they he will be fine, even interesting but it is not like 3feri or JtMS. I think it is probably still lower than Jace AoT, Will Kenrith and Tamiyo.

Maybe that's where we differ: I would play Dack if he literally just had the plus 1. I think he would still be the top3 Izzet cards if he just had the +1.
Loot 1 twice isn't as good as loot 2, but it's pretty darn close and it's super nice that you can threaten phasing activation, but loot if you don't have to.
Cards's good, but I'm not sure of how good just yet. I thought the phasing ability could be used to protect your own creatures from removal. Now that I see that it can only target my opponent's creatures, I'm less optimistic for what will essentially be a 4cc looting engine most of the time.
Against aggro, i think it just dies quickly? Does it buy enough time or soak up enough dmg to be worth 4 mana, a loot and a phase?
Against control, it may not do enough? Digging a lot helps, but the abilities don't seem to add up to a wincon alone.
Control/Combo decks , preferably something that uses the GY like treasure cruise. You want a deck that isn’t all in on speed, but gets a lot of value out of looting.
It’s pretty bad against Agro, but good against control. The ultimate and sculpting your hand is powerful in slow mirrors.
That said, I do think it’s too low impact for a 4 mana play in cube these days and predict it’ll be a bust. But it’s not a bad card.

JTMS: 4 mana, you’re card neutral but have 2 loyalty, opponent is set back on mana
This card: no ability provides card advantage until the ult, - doesn’t set opponents back on development at all. If the -3 was bounce that would be a radically different ballgame, but as is this is a pretty fragile loot engine that I doubt makes the cut.

I primarily play limited, so most of my spoiler season comments view cards through that lens.
Essentially starts at 5 loyalty that gains two loyalty every turn cycle. Definitely seems cubeable, but competition is stiff in blue.

On to cube, seems like an easy include. Play it, loot, on your opponent's turn phase out their threat, then you can just start looting every turn.

I think this is a pass for me.

Double loot is almost equivalent to draw a card and the high increasing loyalty is a solid defensive measure.
The -3 is pretty meh but will have plenty of utility.
I may test it, but predict it will be not good enough. Worse than Jace architect of thought.
